Özet
Osmanlı Devleti’nde II. Meşrutiyet’in 1908’de ilanı ile temel demokratik haklar tekrar yürürlüğe girmiştir. Meclis’i yeniden işler hâle getirebilmek için Kasım-Aralık 1908’de ilk defa çok partili seçimler yapılmıştır. Seçimleri, bütün ülkede oluşturmuş olduğu güçlü teşkilatlanma sayesinde İttihat ve Terakki Cemiyeti kazanmıştır. Ancak İttihatçıların Meclis içinde ve dışında muhalefete karşı göstermiş olduğu tahammülsüz davranışlar kısa sürede kendisine karşı birçok muhalif oluşumun doğmasına neden olmuştur. Bu bağlamda muhalif gruplardan en önemlisi 1911 yılında kurulan Hürriyet ve İtilaf Fırkası olmuştur. Fırka, kuruluşundan kısa bir süre sonra İstanbul ara seçimlerinde İttihat ve Terakki adayını mağlup etmiştir. Bu durum İttihatçıların endişesini oldukça arttırmıştır. Böylece erken seçimlere giden süreç başlamıştır. Türk demokrasi tarihinde ilk erken seçim olan 1912 genel seçimleri, başka birçok ilkleri de içerisinde barındırmaktadır. Zira artık İttihat ve Terakki Cemiyeti karşısında gerçek bir muhalif grup teşkilatlanmış ve bu seçimlerde kendisine rakip olmuştur. Ayrıca bu seçim, sonuçları itibariyle “sopalı, dayaklı” seçimler olarak tarihe geçmiştir. Bu çalışma 1912 Meclis-i Mebusan seçimlerinin Bağdat vilayetinde uygulanış sürecini ele almaktadır. Böylece payitahttan oldukça uzak olan bir vilayette yaşanan iktidar-muhalefet çekişmesinin boyutu ortaya konulmaya çalışılmıştır. Yine iktidar ve muhalefet partilerinin taşrada ne düzeyde örgütlendiği, demokrasi anlayışları, seçim kültürüne bakış açıları irdelenmiştir. Bu çalışmada ana kaynak olarak Osmanlı Arşivi ve Türkiye Büyük Millet Meclisi Arşivi belgeleri ile dönemin süreli yayınları analitik bir yöntemle değerlendirilmiştir. Ayrıca konuyla ilgili telif eserlerden de yararlanılmıştır.
Abstract
In 1908 with the declaration of the Second Constitutional Era fundamental democratic rights came into force again. In November-December 1908 first time multi-party elections were held in order to regain parliament’s functionality. Party of Union and Progress (İttihat ve Terakki Cemiyeti) won the election thanks to the strong organization that they were established throughout the country. However, the intolerance of the Unionists against the opposition inside and outside of the parliament gave rise to various dissent voices against them in a short period. In this context, the most important of the opposition groups was the Freedom and Accord Party (Hürriyet ve İtilaf Fırkası) which was established in 1911. The party shortly after its establishment they defeated the candidate of the Union and Progress in the Istanbul midterm elections. This situation increased the anxiety of the Unionists. Thus, the process leading to early elections was begun. The elections of 1912 which was the first early elections in the history of Turkish democracy contains in itself many other firsts. Because now, a real opposition group has been organized against the Party of Union and Progress and became own rival in these elections. In addition to that, this election has gone down in history as “sticked, beaten” elections. This study deals with the implementation process of the 1912 Parliament elections (Meclis-i Mebusan) in Bagdad province. Thus, the scale of the poweropposition conflict in a province that far from the capital city was tried to be exposed. The level of organization of the ruling and opposition parties in the provinces, the understanding of their democracy, and perspectives on electoral culture were examined. In this study, the Prime Ministry Ottoman Archives and the Grand National Assembly of Turkey’s archive and various periodicals of the time used as the main source and the study have been evaluated with the analytical method. Apart from that, the copyrighted works related to the topic have been benefited.
