Özet
Vergi yapısı benzemesine rağmen Avrupa Birliğinde vergi trendi Türkiye’den farklıdır. Zira Avrupa Birliğinde vergiler sadece türlerine göre değil, işletmeler ve ekonomi üzerindeki etkileri ve kamu maliyesi, kamu hizmetleri ve halkın geneli üzerindeki etkisi bakımından da tasnif edilmiştir. Ekonomilerin 1980’li yıllardan itibaren globalleşmesi ile birlikte sermaye hareketlerinin önündeki engeller bütün dünyada uyumlaştırılmıştır. Bu işbirliği hem doğrudan yatırımlar, hem de portföy yatırımları ile ilgilidir. Avrupa Birliği hem doğrudan hem de finansal yatırımlarla ilgili vergileri tespit ederek vergileri tarafsız hale getirme politikası izlemektedir. Bu vergilerin kurumlar vergisi ve menkul sermaye iradı gibi bir kısmı yatırımlarla doğrudan ilgili iken, servet vergileri ve muamele vergileri gibi diğer bir kısmı ise elde tutulan sermayeyi ile ilgilidir. Çalışmada bu konu Avrupa Birliği ve Türkiye bakımından analiz edilmiştir.
Abstract
Although the tax structure is similar, the tax trend in the European Union is different from Turkey. Because, in the European Union, taxes are classified not only by their type but also by their effects on business entities and economy, together with their effects on public finances, public services and ordinary citizens. With the globalization of economies since the 1980s, the obstacles to capital movements have been harmonized over the world. This cooperation concerns both direct and portfolio investments. The European Union is following the policy of neutralizing taxes by identifying taxes on both direct and financial investments. While some of these taxes such as corporation tax and tax on income from marketable securities are directly related to investments, others, such as wealth taxes and transaction taxes, are related to capital stock on hand. This study attempts to analyse this issue of taxes on capital from the perspective of European Union and Turkey.
