15 TEMMUZ SONRASINDA DEVLET YENİDEN İNŞA EDİLİRKEN YAPILABİLECEKLER-YAPABİLECEKLERİMİZ

Özet

Haftanın son çalışma günü, 15 Temmuz 2016, akşam saatlerinde başlayan asker kalkışması darbeye dönüşmeden engellendi. Hükümet, birkaç gün sonra bütün ülkede olağan üstü hal ilân edip, kanun hükmünde kararname çıkartma yetkisini de alıp, olağan olan her şeyi -hukukuözgürlükleri-hakları- dondurdu. Bir yandan darbe girişimi ile suçlananlara yönelik tasfiye yürütülürken, eş zamanlı olarak sol başta olmak üzere bütün muhalefet odaklarının tasfiyesine yönelik kamudan çıkartma, açığa alma, tutuklama, kapatma, kayyum atama vb. uygulamalarla birlikte, devletin yeniden inşasına ve bazı sermaye alanlarının yandaş patronlara aktarılmasına yönelik düzenlemeleri gerçekleştirdi. Bu işlemler hâlâ devam ediyor. Toplum ve Hekim Dergisi Hakem ve Danışma Kurulları bir araya gelip bu durumu ve yapılabilecekleri değerlendirdi.

Abstract

Military attempt started at evening hours on July 15, 2016, the last working day of the week, has been defeated without turning into a coup. After a few days, the government suspended everything ordinary - law-freedoms-rights- by declaring a state of emergency in whole country and taking the authority to issue legislative decrees. While the elimination of those accused of the coup attempt was being carried out, concurrent practices towards liquidation of all opposition groups, particularly political leftists, such as suspension or dismissal from public institutions, arrests, closure of the associations and appointments of the trustees took place and besides, the arrangements for reconstruction of the state were made and the transfer of certain funds to pro-government businessmen was performed. Those practices are still continuing. The Review and Advisory Boards of Community and Society Journal convened and assessed this situation and what could be done.
