Özet
Bu yazının amacı sağlık kampüsleri ve ardında yatanları, bir sağlık çalışanı gözüyle yorumlamak, sağlık hizmetlerine ve sağlık çalışanlarına olası etkilerini öngörmekte yardımcı olabilecek bir bakış açısı oluşturmaktır. Kamu Özel Ortaklığı (KÖO), kamu olanaklarını kullanarak, düşük faizli kredi sağlamak ve piyasa belirsizliklerini ortadan kaldırarak özel sektöre yatırım konusunda imtiyaz sağlamaktır. KÖO, kamu hizmetinin özel sektöre gördürülmesi ve sağlık hakkına müdahale çerçevesinde ele alınmalıdır. Çünkü, ortaklıktan söz etmek için, ortak amaçların varlığı, anlaşmalarla güvence altına alınmış, üzerinde uzlaşılmış yükümlülüklerin varlığı temeldir. Sağlık hizmetlerinin sunumunun kamusal bir sorumluluk olarak algılandığı ve sosyal politikaların geçerli olduğu bir durumda özel ve kamunun amaçlarının çakışması olası değildir. Ancak piyasa ekonomisinde, kamu ile özel iç içe geçtiğinde kamunun amaçları da bulanıklaşmakta, hastalar müşteri, hastaneler işletme, sağlık hakkı meta haline dönüşmektedir. Bu hali ile KÖO, sağlık hakkına bir müdahaledir.
Abstract
The aim of this paper is to interpret health campuses, and those hidden behind, through the health worker’s point of view and to create a framework to predict the potential effects of health campuses on health services and health workers. Public-Private Partnership (PPP) means providing low-interest loans and privileges to the private sector investment through eliminating the uncertainties of the market by using public resources. PPP should be considered within the framework of rendering a public service to the private sector, and intervention the right to health. Because, the existence of common goals which has been secured by agreements,and obligations agreed on are fundamentals of the partnership. It is not likely to compromise the objectives of private and public sector while health services are perceived public duty and social policies are prevalant. But in a market economy, when public and private sectors league together public purposes are blurring and patients become customers, hospitals become business and right to health becomes a commodity. As it is, PPP is an intervention to the right to health.
