Devletin yeniden yapılanması

Özet

Türkiye'de 1980 sonrası devletin yeniden yapılanmasını konu alan yazıda önce bu sürecin tarihsel ve kuramsal arka planı üzerinde durulmaktadır. Bu bağlamda sırasıyla kapitalizmin kriz ve yeniden yapılanma diyalektiği, ekonomik kriz ile devlet krizi arasındaki ilişkisellikler, devlet krizinin etmenleri ve devleti yeniden yapılandırma stratejileri tartışılmaktadır. Daha sonra bu kuramsal çerçeveden hareketle Türkiye'de 12 Eylül askeri darbesiyle başlayan neoliberal dönüşümle birlikte devletin yeniden yapılanması süreçleri incelenmekte; sürecin uğrakları/evreleri, her evrenin sosyo-ekonomik koşulları, kriz dinamikleri, yönetim stratejileri ve bunların sonuçları değerlendirilmektedir.

Abstract

This paper which deals with the restructuring of Turkish state since the 1980s, first attempts to provide the historical and theoretical background of this process. Respectively it discusses the dialectical nature of crisis and restructuring proceses in capitalism, the interrelatonship between economic crisis and state crisis, specific determinants of state crisis, and alternative strategies or modalities of the state restructuring. Referring to this theoretical framework the paper later attempts to explore the neoliberal transformation of state during the period of 1980-2012. In this context, it elaborates on critical moments/stages of this transformation with their social and economic conditions, crisis dynamics, respective management strategies and consequences of these strategies.
