AKP ve devlet hayırseverliği: Minnet ekonomisi, borç toplumu ve siyasal sermaye birikimi

Özet
Adalet ve Kalkınma Partisinin yüksek düzeylerde seyreden oy oranlarının ve seçim başarılarının arkasında sosyal politikaların, özellikle de sosyal yardım uygulamalarının yer aldığı artık genel kabul görmüş bir gerçek durumundadır. Fakat bu genel kabule rağmen, AKPnin sosyal yardım pratikleri üzerinden yoksullarla kurduğu ilişkinin siyasal doğası üzerine ve bu yardımların yoksulların dünyasında nasıl bir anlam ihtiva ettiğine dair pek fazla çalışma yapılmış değil. AKPnin bir devlet düzeyinde kurumsallaştırdığı hayırseverlik odaklı politikaların açıklanmasına günümüzde üç temel sorunsallaştırma hâkim durumdadır: Meseleyi hak-sadaka ikilemine sıkıştıran ve hukuki haklarla sadaka karşıtlığından hareket eden hukuki söylemsel açıklama biçimi. Hayır- severliği, sosyalin kuruluşu içindeki işlevinden hareketle çözümleyen ve hayırseverli- ğin işlevini temelde sosyalin tutunumunun/bütünleşmesinin sağlanmasına indirgeyen sosyolojik söylem. Son olarak da eleştirel bir perspektiften sorunu bir hegemonya in- şa süreci merceğinden okuyan ya da popülist politikaları veya patron-klientelizmi bir açıklayıcı olarak kullanan daha siyasal bir açıklama biçimi. Bu yazı, siyasal antropolo- ji ile sosyal politikanın siyasal analizini buluşturarak, siyasal açıklama biçimini geliş- tirmeyi amaçlıyor. Bu bağlamda, bir hediye olarak yardım ve yardımın sembolik eko- nomisinin analizinden hareket ederek, hayırseverliğin ürettiği minnet ekonomisinin Türkiye özelinde muhafazakâr ve neoliberal popülist proje tarafından nasıl ve hangi yollarla soğurulduğunu ve bu sürecin ne türde bir çifte borç toplumunun oluşumuna yol açtığını ortaya koymaya çalışıyor. Yazının birinci bölümü, bir hediye/bağış olarak hayırseverlik kavramını merkeze alarak, İslâm dininde hayırseverliğin nasıl bir karşı- lıklılık ve ne türde bir borç ilişkisinin üretimini içerdiğini analiz ediyor. İkinci bölüm, devlet odaklı bu tür hayırseverlik pratikleri ile maddi yardımların, cemaat inşasına te- mel oluşturan ve içerisinde duyguların, arzuların ve özdeşliklerin işlediği maddi-sem- bolik bir uzamı mikro düzeyde nasıl yapılandırdığını ve siyasal sermayenin bu uzam- da iş görürken, belirli bir artı-rantı nasıl temellük ettiğini ele alıyor. Ayrıca bu bölüm- de Patron-klientelizm ve popülizm gibi kavramlar, yardımların sembolik yönüne ışık tutmak için yeniden değerlendiriliyor. Son bölüm ise, AKP dönemi sosyal yardım politikaları ve bu politikalar üzerinden devlet hayırseverliğinin kurumsallaşmasını de- ğerlendiriyor. Ortaya konmaya çalışıldığı gibi, Türkiyede hayırseverlik mantığına da- yalı bir sosyal yardım sistemi aracılığıyla sosyal politikaların cemaat inşasına ve belirli bir siyasal sermaye birikimine demirlenme süreci, sosyal borcun siyasal bir borca çevrilmesinin yanında, olumsuz bir karşılıklılığı ve artı-rantı da beraberinde üretiyor. Bir bütün olarak yazı, AKP ve inanç temelli refah örgütlerinin yarattığı paralel refah ağ- larının, sadece Türkiyede entegre hayırseverlik devletinin oluşumunu hızlandırmadığını, aynı zamanda yoksulları çifte borçlandırma aracılığıyla tabiyet altına almayı hedeflediğini tartışmayı amaçlıyor.
Abstract
It is a well known fact that social policies and especially social assistance practices have been one of the main motives lying behind the electoral success of the Jus- tice and Development Party in Turkey. However, in spite of this general accep- tance, the political nature of the relations of the JDP with the poor, established by the party via a social assistance system, and meanings attributed to that system by the poor have been barely discussed. There are three different dominant discours- es which attempt to explain the charity-based policies institutionalized at the state level by the JDP: A juridical discourse, which leads to a whole explanation trapped in the right-charity duality and structures its explanation around a dualistic logic. Secondly, a sociological explanation, departing from the idea of the constitution of the social, reduces the function of charity to a social cohesion/integration prob- lem. Finally, a more political one evaluates the whole process from the perspective of the construction of hegemony or uses either populism or patron-clientelism as an analytical tool to understand the political role played by social assistances. This article aims to develop a political explanation by combining political anthropolo- gy with the political analysis of social assistance. By departing from the idea of as- sistance as a gift and a symbolic economy, it tries to reveal how and in what way the symbolic gratitude economy, produced by gift giving/assistance practices, has been absorbed by the conservative-neoliberal populist project and how these pro- cesses lead to the emergence of a double debt society in the context of Turkey. The fist part of the article focuses on the idea of charity as a gift/benevolence and analyzes what kind of reciprocity and debt relations are produced by charity prac- tices in Islam. The second part deals with the issue of how a specific symbolic-ma- terial space, within which emotions, desires and identifications work, has been structured by state-based charity practices at a micro level of society and how sur- plus-rent, emerging in that space, has been appropriated by political capital. The concepts of patron-clientelism and populism are also discussed in this context to shed light on the symbolic and emotional aspects of assistance practices. The last part of the article evaluates the general framework of a social assistance system (public-private associations and practices) and the institutionalization of a chari- ty mentality by this framework in Turkey. As it is asserted, the process of anchor- ing social policies in the constitution of community and in the specific capital ac- cumulation by the highly politicized charity-based social assistance system in Tur- key, produces a surplus-rant for the government and turns social debt into a political one, aside from creating a negative reciprocity between the state and the poor. All in all, this article aims to assert that parallel welfare networks produced by the JDP and faith-based organizations in the 2000s, not only accelerate (welfare net- works accelerate) the formation of an integrated charity state in the Turkish context but also works for the domination of the poor by putting them under dou- ble indebtedness.
