Özet: Fransız sosyolog Robert Castel, Sosyal Sorunun Başkalaşımları adlı kitabının klasikleşmesi nedeniyle, esas olarak ücret ve emek konularında uzman olarak tanınmıştır. Halbuki bir araştırmacı olarak güzergâhının ilk bölümünde modern kurumların demokratik ideallerine ters görünür şekilde muamele gören akıl hastalarının durumundan yola çıkarak psikiyatri ve psikanalizin eleştirisi üzerinde yoğunlaşmıştır. Psikiyatrinin konumu ve pratikleri hakkındaki bu sosyolojik analiz, yerini daha sonra toplumsal sorunun dönüşümüne bırakmıştır. Bu makale, görünürdeki bu kopuşun ardında bir sürekliliğin yattığını göstermeye çalışmaktadır. 1981 yılında yayınladığı, somut birey ya da özne kavramının yok edilerek yerine bir dizi risk faktörünün konulduğu yeni stratejileri anlattığı La Gestion des Risques adlı eseri bu açıdan bir dönüm noktası oluşturmaktadır. Bu eserde riskin somut bir birey ya da grubun varlığından ziyade istenmeyen davranış biçimlerinin meydana gelmesini mümkün kılan soyut faktörlerin etkisiyle açıklandığını öne sürer. Castelin tanımladığı şekliyle bu neoliberal yönetimsellik unsuru, onun bireylerden nüfuslara doğru evrilen araştırma güzergâhındaki değişimi de açıklamaya elverişli görünmektedir.
Abstract
French sociologist Robert Castel is known mainly as a specialist of wage and la- bor and his book The Metamorphosis of the Social Question has become a classic. The first part of his trajectory as a researcher focused on a critique of psychiatry and psychoanalysis that often covered positions of brutal power, as the mentally ill were treated in a manner evoking a kind of obscurantism contrary to the dem- ocratic ideals that were supposed to prevail in modern institutions. This sociological analysis of psychiatry in the early years of his research trajectory has led to an analysis of the transformation of the social question. This article argues that behind this apparent rupture lies a continuity. In his 1981 book From Dangerousness to Risk, he describes the new strategies dissolving the notion of a subject or a concrete individual and putting in its place a combinatory of risk factors as a turning point. He argued in this book that a risk does not arise from the presence of a concrete individual or a group but it is the effect of a combination of abstract factors which render probable the occurrence of undesirable modes of behavior. This el- ement of a neoliberal type of governmentality defined by Castel tends to explain the change in his research trajectory from subjects to populations.
