Beveridge egrisi: Teori ve Türkiye uygulaması

Özet

Türkiye, geçmişten gelen ve acil çözüm bekleyen kronik bir işsizlik sorunuyla karşı karşıyadır. 2008 Küresel Şinansal Kriz’in olumsuz etkileri bu sorunun çözümünü daha da zorlaştırmıştır. Geleneksel çözüm arayışları soruna çare olamamakta ve radikal çözüm arayışlarının gündeme getirilmesi gerekmektedir. Bu bağlamda istihdam piyasasındaki gelişmeleri ve istihdam piyasasının içinde bulunduğu durumun panoramasını ortaya koyması bakımından Beveridge eğrisi Şarklı bir enstrüman olarak önümüzde durmaktadır. Beveridge eğrisi, koordinatlar düzleminde, düşey eksende açık iş oranı ile yatay eksende işsizlik oranı arasındaki negatiŞ ilişkiyi gösterir. Eğri üzerinde istihdam piyasasının konumu ekonominin içinde bulunduğu konjonktür hakkında bilgi verirken, eğrinin orijine göre konumu piyasanın açık iş ile işsiz uyumlaştırma sürecindeki etkinliği hakkında bilgi verir. Bu çalışma, Türkçe iktisat literatüründe Beveridge eğrisi üzerine yapılmış herhangi bir çalışmaya rastlanmamış olması gerçeğinden hareketle, literatürdeki bu boşluğu doldurmayı ve söz konusu eğri yardımıyla Türkiye’de istihdam piyasasının analizini amaçlamaktadır. Ekonominin eksik ya da aşırı istihdam dönemleri ve bu dönemlerde istihdam piyasasının açık iş - işsiz uyumlaştırma sürecindeki etkinliği dönem, sektör ve bölge bazında ele alınmakta, tespit edilen işsizlik sorununun nedenleri ve çözüm önerileri tartışılmaktadır.

Abstract

Turkey has a chronic unemployment problem which comes from the past and waits for immediate solution. The negative effects of the 2008 Global Financial Crisis makes the solution of the problem much more difficult. As conventional solutions cannot offer a remedy, it requires radical solutions to be proposed for the agenda. In this context, Beveridge curve remains as a different instrument to provide us with the panorama of present state of the employment market and the developments in it. The Beveridge curve is a curve which shows the negative relationship between vacancy rate on the vertical axis and unemployment rate on the horizontal axis of the coordinate plane. While the position of the employment market on the curve provides information about the conjuncture of the economy, the under-employment and over-employment in the economy; the position of the curve to the origin gives information about the effectiveness of employment market in job-matching process. Considering the fact that - as far as we know - there is no study done on the Beveridge curve in Turkish economics literature, this study aims to fill this gap and also to analyze Turkish employment market with the help of this curve. Under-employment and over-employment periods in the economy and the efficiency of the employment market in job-matching process are analyzed on the basis of period, sector and region. The causes of the unemployment problem and the suggestions for the solution are argued.
