Turkey’s Dilemma of the European Union: Evaluations within the Framework of Customs Union Agreement

Özet

Gümrük Birliği (GB) Anlaşmasının Türkiye’nin tam üyeliğineyönelik daha verimli işlemesi için revizyon edilmesi gerektiğidüşünülmektedir. Bu düşünceden hareketle çalışmada, Türkiyeiçin çıkmaz hale gelen Avrupa Birliği (AB) tam üyeliğine yönelikçözüm önerileri geliştirmek amaçlanmaktadır. Söz konusu amaçdoğrultusunda çalışma dört bölümden oluşmaktadır. İlk bölümde,dünyadaki ekonomik entegrasyonlar ve entegrasyonlardayaşanan değişimler yer almaktadır. İkinci bölümde, Türkiye ve ABarasındaki GB Anlaşması süreci ve yol açtığı ticari ve ekonomikgelişmeler aktarılmaktadır. Üçüncü bölümde, dünyada ekonomikentegrasyonlarda meydana gelen değişiklikler kapsamında Türkiye-AB arasındaki GB Anlaşmasının revize edilmesi gerekliliğininnedenleri ortaya koyulmaya çalışılmaktadır. Çalışma, AB’ye tamüyelik doğrultusunda GB revizyon önerilerinin yer aldığı sonuçbölümü ile son bulmaktadır.

Abstract

Customs Union (CU) of the Agreement is thought that should be revised to more efficient processing for Turkey’s full membership. Starting from this idea, this study aims to develop solutions for full membership of the European Union that becomes dilemma for Turkey (EU). In accordance with this purpose, the study consists of four parts. In the first part, integrations take place in the world and changes in integrations. In the second part, the process of CU Agreement between the EU and Turkey and trade and economic developments caused by it are presented. In the third section, it has been try to put forward reasons of revision requirements of CU Agreement between Turkey and the EU in the framework of the changes occurring in the economic integrations in the world. The study concludes with the evaluation of CU revision proposals for full membership to the EU.
