Özet
Türk idare yapısı içerisinde sahip oldukları tarihsel miras,karşılaştıkları mesleki zorluklar, sunmaları gereken hizmetlerve sorumlulukları dolayısıyla diğer meslek gruplarından ayırıcıözelliklere sahip mülki idare amirliği mesleğinin, 1980’li yıllarlabaşlayan yerelleşme söylemleri ile birlikte tartışmaların da öznesikonumuna geldiği söylenilebilir. Mülki idare amirliği mesleğiningeleceğinin olmadığına dair görüşlerin gündeme taşınması, busüreçte meslek mensuplarının rol algılarının önemini ortayaçıkarmıştır. Nitekim mülki amirlerinin mesleklerinin hangiözelliklerini öne çıkararak tanımladıkları yaşanan değişimsürecinde nerede konumlanacakları konusunda önem arzetmektedir. Sosyolojik kurumsalcılığın öngörüsü doğrultusunda busüreçte mülki amirlerden beklenen, kurumlarının ve mesleklerininmeşruiyetini korumak adına şahsi ilgi ve menfaatlerini dışlayanbir rol algısına sahip olarak değişen koşullara uyarlanmalarıdır. Budoğrultuda çalışmanın amacı sosyolojik kurumsalcılığın öngörüleriçerçevesinde mülki idare amirlerinin mesleklerine yönelik rolalgılarının analiz edilmesidir. Bu amaç ışığında 20 mülki idareamiri ile gerçekleştirilen görüşmelerden sağlanan nitel verilerneticesinde mülki amirlerin mesleki rol algılarında son dönemdebireycilik temelli bir değişimin olduğu sonucuna ulaşılmıştır
Abstract
It can be said that the profession of provincial administrators, which has distinctive features from other professional groups due to their historical heritage, professional difficulties they face, the services they have to offer and their responsibilities within the Turkish administrative structure, has become the subject of discussions along with the discourses of localization that started in 1980s. The raising of the opinions that the profession of the provincial administrators does not have a future revealed the importance of the role perceptions of the members in this process. As a matter of fact, the characteristics of their professions, which provincial administrators define by highlighting are important in terms of where they will be located in the change process. In line with the predictions of sociological institutionalism, in this process it is expected from the provincial administrators to adapt to changing conditions by having a role perception that excludes their personal interests in order to maintain the legitimacy of their institutions and professions. The aim of this study is to analyze the professional role perceptions of provincial administrators within the framework of the predictions of sociological institutionalism. In the light of this aim, as a result of qualitative data obtained from interviews with 20 provincial administrators, it has been concluded that there has been a change based on individualism in the professional role perceptions of provincial administrators in the recent period.
