Özet
Ekonomik büyümenin en önemli unsuru yatırımlar olduğu için firmaların yeterli, güvenilir ve düşük maliyetli finansman kaynaklarına kolayca ulaşabilmesi gerekir. Firmaların yatırımlar için gerekli fonları yaratırken karşılaştıkları en önemli sorun kredi kısıtlamalarıdır. Finansal serbestleşme bu sorunu aşmanın bir yolu olarak sunulmaktadır. Buna göre, finansal serbestlik politikaları ile finansal kısıtların azalacağı ya da ortadan kalkacağı böylece firmaların daha fazla yatırım yaparak ekonomik büyümeyi hızlandıracağı düşünülür. Ancak, bunun olabilmesi büyük ölçüde bu politikaların firma finansmanına etkisine bağlıdır. Bu çalışmada amacımız finansal serbestleşmenin gelişmekte olan ülkelerde ve özellikle Türkiye’de firmaların finansman yapısını ne ölçüde etkilediğini tartışmaktır. Son yirmi yıldaki veriler aracılığıyla finansal serbestleşmenin firma finansman yapısını teoriye uygun bir biçimde gerçekleşip gerçeklemediği tartışılmıştır. Türkiye ekonomisi açısından ulaşılan en önemli sonuç, finansal serbestleşme politikalarının firma finansman yapısını değiştirmediğidir.
Abstract
As investment constitutes the main component of economic growth, it is crucial to make sure that firms have access to required levels of funds to finance their investment. One problem that keeps firms from raising the required amount of funds is the credit constraints they face. The financial liberalization policies are offered to be the solution for this problem. The conventional arguments suggest that through financial deepening growth of and financial sector, liberalization policies would eliminate or reduce the financial constraints and thus, fuel economic growth by enabling firms to invest more. Yet, the realization of such an effect crucially depends on the extend to which these policies affect the capital structure of firms. Our aim in this paper is to discuss if and to what extend the financial liberalization affected the financial structure of firms in developing countries and especially in Turkey. We conducted a more detailed analysis using Turkish data for the last two decades to see whether the impacts of financial liberalization on the capital structure of firms are realized as suggested in the theory. The most remarkable conclusion we reach is that Turkish economy has not experienced the improvements in the financial sector efficiency and in the investment as promised by the financial liberalization.
