Özet

Bu çalışmanın amacı, Türkiye'de 2023 yılına kadar artan elektrik talebini karşılayabilmek için ilave edilecek elektrik kurulu güç kapasitesini minimum maliyetle belirlemektir. Bunun için, ilave edilecek kurulu gücün yılı, yakıt türü ve kapasitesini belirlemek üzere yeni bir model önerilmiştir. Model kapsamında kaynakların rezerv durumu da dikkate alınmıştır. Talep açığı, üretimin maliyeti ve miktarında belirsizlikler bulunması ve dağılımlarının bilinmemesi nedeniyle önerilen modelde Bertsimas ve Sim (2003) tarafından geliştirilen robust optimizasyon yöntemi tercih edilmiştir. Robust optimizasyon belirsiz parametrenin dağılım yapısı bilinmediği durumlarda kullanılan, stokastik programlamaya benzer bir yöntemdir. Önerilen model TEİAŞ tarafından yapılan Türkiye elektrik üretim planlama çalışmalarına bir alternatiftir. Bu çalışmada elde edilen sonuçlar dışa bağımlılığın azaltılması, yerli ve yenilenebilir enerji kaynaklarının kullanımının artırılması hedeflerini desteklemektedir.

Abstract

Turkish Electrical Energy Model With Robust OptimizationThe aim of this study is to determine the amount of installed power generation to be added at minimal cost in Turkey in order to meet the increasing electricity demand till 2023. For this purpose, a new model will be proposed to decide the timing, the type of the fuel and the capacity of the added installed power generation. Reserve condition of the resources will also be considered within the model. Since there are uncertainties in the demand gap, cost and quantity of production and their distributions are unknown, robust optimization method which was developed by Bertsimas and Sim (2003) is preferred in the proposed model. Robust optimization is a method that is used when the distribution of the uncertain parameter is unknown and it is similar to stochastic programming. The proposed model is an alternative to the Turkey energy planning studies that are conducted by TEIAS. Results obtained in this study support the goals of reducing foreign dependency and increasing the use of indigenous and renewable energy sources
