Özet

İkinci Meşrutiyet Döneminde kadınların dernekler yoluyla yoğun faaliyetleri, istihdamlarındaki artış, eğitim imkânlarının gelişmesi, çeşitli dergiler aracılığıyla yayın hayatına katılmaları, toplumsal statülerinde yükselmeye ve siyasal alana ilgi duymaya başlamaları gibi sonuçları ortaya çıkarmıştır. Kadınların daha sonraki evrede Millî Mücadele’ye katkıları ise 1920’li yıllarda onların siyasal hak taleplerinin en önemli dayanağı olmuştur. Bu yolda ilk dikkat çekici arayışlar Nisan 1923’te Milletvekili Seçim Kanunu’nun görüşmeleri ile 1924 Anayasası’nın müzakereleri sırasında belirginleşmiştir. Dönemin bazı önemli gazetelerinde de bu arayışlar ilgiyle takip edilmiş ve desteklenmiştir. Özellikle 1924 Anayasası görüşmeleri sırasında kadınlara siyasal haklar tanınması lehinde TBMM’de güçlü bir desteğin varlığı tespit edilebilmektedir. Ancak Meclis içinde liberal ve reformcu kimlikleriyle bilinen bazı önemli şahsiyetlerin, kadınların siyasal hakları elde etmesinin aleyhinde yer almaları ve kadınların zamanla bu haklara sahip olacakları düşüncesinin meclisteki tartışmalarda öne çıkması, yine Mustafa Kemal Paşa’nın kadınların eğitimi ve annelik vazifesi konularını siyasal haklar meselesine göre öncelikli tutması, kadınların siyasal hayata katılmalarının önünde engel teşkil etmiştir. Bu yönde diğer bir engel de kuşkusuz 1924 yılının siyasal gündemini meşgul eden veto ve fesih hakları meseleleri olmuştur. Makalede teliftetkik eserler, dönemin TBMM tutanakları ve gazetelerinden yararlanılarak Millî Mücadele sonrası Türk kadınının siyasal hak arayışları incelenecektir.

Abstract

In the Second Constitutional Period, the intensive activities of women through associations, the increase of women employment, the development of education facilities and participating to broadcasting life by means of journals led to advancing in women social status and starting to groove on politic arena. The contribution of women to the National Struggle in 1920’s constituted the most important base for their political right demand. The first noteworthy searches over this issue became evident with the negotiations on the parlimantary elections law and the negotiations on 1924 Constitution Act. These searches are followed and supported with great interest by the leading newspapers of the period. A huge support in Grand National Assembly of Turkey (GNAT) was noticed on giving political rights for women during the negotiations of on 1924 Constitution Act. But the following topics discussed at GNAT obstructed the women to join to political life: some reformer and liberal people at GNAT made a decision against women to obtaining political rights ;these deputies were in the opinion of given political right to women in time but not now; the preference of M. Kemal Pasha on women education and motherhood rather than giving political right to women. Another obstacle to giving political rights for women is right of veto and right of rescission seen in the political agenda of 1924. In our study, the search of Turkish Women on the way of getting political rights after National Struggle will be analyzed by examining writings and survey works and official reports of GNAT and newspapers.
