INTERNATIONAL EXCHANGE PROGRAMS IN THE CONTEXT OF EDUCATIONAL DIPLOMACY: THE EXAMPLE OF THE ERASMUS + PROGRAM

Özet

Kamu diplomasinin önemli öğeleri olan kültür ve eğitim faaliyetleri, yumuşak güç unsuru olarakyaygınlaşarak dünya genelinde kullanılmaktadır. Kültür ve eğitim diplomasisi ile ülkeler arası karşılıklıanlayış gelişmekte ve uzun vadeli ilişkiler inşa edilmektedir. Kamu diplomasisi bileşenlerinden olaneğitim diplomasisi ekseninde öğrenci değişim programları, kişilerarası ilişkiler yoluyla uluslararası iyiniyetin geliştirilmesine, ülkelerin imajlarının iyileştirilmesine, karşılıklı ön yargıların yıkılmasına veuzun vadeli ilişkiler inşa edilmesine olanak sağlamaktadır. Çalışma, erasmus+ değişim programınınkamu diplomasisi üzerindeki rolünü değerlendirmeyi ve eğitim diplomasisi çerçevesinde uygulanmadurumlarını analiz etmeyi amaçlamaktadır. Erasmus+ Değişim Programını eğitim diplomasisi olarak elealan bu çalışmada, öğrencilerle gerçekleştirilen yapılandırılmış görüşmelerden elde edilen sonuçlardoğrultusunda Türkiye için eğitim diplomasisi ekseninde değişim diplomasisi stratejisisi önerilmiştir.Eğitim diplomasisi ekseninde oluşturulacak değişim diplomasisi stratejisi, çeşitli resmi kuruluşları,erasmus+ ofislerini, ESN (European Student Network)’i, öğrenci ve akademisyenleri sürece dahiletmekte ve erasmus+ öğrencilerinin çeşitli kültürel etkinliklere entegre edilmesini içermektedir.Değişim diplomasisi stratejisi çerçevesinde kamu diplomasisi mesajları gelen öğrenci ve personeleaktarılmalı, değişim programıyla yurt dışına giden öğrenci ve personel de Türkiye’nin eğitimdiplomasisi stratejisi konusunda bilgilendirilerek kamu diplomasisine katkı sağlamaları beklenmelidir.Yükseköğretim Kurumları, uluslararası tanıtım ve uluslararası fuar organizasyonlarında ulusmarkalamaya da önem vermeli, Türkiye hakkında bilgi vererek kendi ülkeleri hakkında olumlu imajoluşturmaya destek olmalıdırlar.

Abstract

Cultural and educational activities, which are important elements of public diplomacy, have become widespread as an element of soft power and are used worldwide. With cultural and educational diplomacy, mutual understanding between countries is developed and long-term relations are built. On the axis of education diplomacy, which is one of the components of public diplomacy, student exchange programs allow the development of international goodwill through interpersonal relations, improving the image of countries, breaking down mutual prejudices and building long-term relationships. The study aims to evaluate the role of erasmus + exchange program on public diplomacy and analyze its implementation within the framework of educational diplomacy. In this study, which handles the Erasmus+ Exchange Program as an educational diplomacy, the exchange diplomacy strategy to be created in the axis of educational diplomacy includes various official institutions, erasmus + offices, ESN (European Student Network), students and academicians, and the integration of Erasmus + students into various cultural activities. Public diplomacy messages within the framework of exchange diplomacy strategy should be transferred to the incoming students and staff, outgoing students and staff should also be informed on Turkey's diplomatic strategy and their contribution is expected to public diplomacy. Higher Education Institutions should give importance to the nation branding, the Institutions should be support to creating a positive image of their home country as providing information about Turkey at international publicity activities and international fairs.
