Özet
Medeniyetin ve yaşam kalitesinin bir göstergesi olarak kabul edilen açık-yeşil alanlar, kentsel ortamdaki önemi her geçen gün giderek artmaktadır. Kentleşme sürecini yaşayan İsparta kenti, Süleyman Demirel Üniversitesinin 1992 yılında kurulmasıyla birlikte sosyal, ekonomik, ekolojik ve kültürel yapısında önemli değişiklikler gözlenmektedir. Bu değişiklikler, özellikle açık-yeşil alan ve rekreasyonel ihtiyaç ve etkinliklerini de giderek artırmaktadır. İsparta kenti, mevcut düzenlenmiş aktif açık-yeşil alanlar (kent ve mahalle parkları, çocuk bahçeleri ve oyun alanları) nitelik ve nicelik olarak yetersiz olup İdşi başına ortalama 3m2 düşmektedir. Ancak yol, cadde, mezarlık, kent ormanları ve koruluklar ve diğer potansiyel açık- yeşil alanlarda dahil edildiğinde kişi başına ortalama 14.6 m2 yeşil alan düşeceği tahmin edilmektedir. Modern, yeşil ve yaşanılabilir bir İsparta kenti oluşturabilmek için, öncelikle açık- yeşil alanların nitelik ve niceliğini bilimsel, ekolojik ve teknik kriterler dikkate alınarak bir bütünlük içinde planlanması, tasarlanması ve yönetilmesi ile mümkün olabilecektir.
Abstract
The importance of the open-green spaces, the indicator of civilization and standard of living, in urban life has been gradually increasing for years. In this context, İsparta city has been living through this process by developing of its economical, social, cultural and ecological life since the year of establishment (1992) of Süleyman Demirel University. The fast urbanization in İsparta, has especially brought some important changes in social and cultural life of the urban and increased the needs of recreation and green areas. As the average amount of the active open-green spaces are 3 squaremeters per capita of the urban, the planned areas such as playgrounds and gardens of child, urban parks of İsparta city in the terms of quality and quantity are inadequate to meet the recreational needs of the inhabitants. It isestimated that potential of the open-green spaces of İsparta urban together with the main road, graveyards, botanical garden, urban forests and groves and other the open-green spaces could be reached to 14.6 squaremetersper capita. It will be possible that İsparta has a modern and green urban by means of a process to be put into planning, designing and management by taking into consideration the ecological, scientifical, and technical criteria for raising the quality and quantity of the open-green spaces of the urban.
