Özet
XIX. yüzyıl sonlarına doğru Osmanlı modernleşmesi içinde devleti kurtarma düşüncesiyle ortaya çıkan siyasal düşünce akımlarından birisi de Türkçülüktür. II. Meşrutiyet döneminde özellikle Balkan Savaşları sonucunda İttihad ve Terakki yönetiminin de bu düşünceyi benimsemesiyle yükselişe geçen Türkçülük, daha önce ortaya çıkan Osmanlıcılık ve İslamcılık tezleri arasında farklı bir sentez yaratmaya çalışmıştır. Temelleri, Arminiu Wambery, Joseph de Guignes, Arthur Lumley Davids, Konstantin Borzecki gibi Türkologların çalışmalarıyla atılan ve sonraları Hüseyinzade Ali Turan, Yusuf Akçura ve Ziya Gökalp… gibi aydınların öncülüğünde geliştirilen bir fikir hareketi olan Türkçülük; İkinci Meşrutiyet döneminde parlamenter sisteme geçilmesiyle beraber İttihatçıların imparatorluğu kurtarma politikaları içinde işlevsel unsurlardan biri kılınmaya çalışılmıştır. “Millet-i hâkime” prensibi; yoğun milliyetçi hareketlerin etkisiyle dağılma dönemini yaşayan Osmanlı İmparatorluğu’nun, parlamenter yönetiminde, İttihad ve Terakki açısından bir hayat-memat meselesi olarak görülen temsil sorunu içinde Türk unsurunun ön planda tutulması için bir siyaset pratiği olarak düşünülmüş ve uygulanmaya çalışılmıştır. Günümüz Türkiye’sinin milliyetçilik düşüncesinde ve uygulamalarına ilişkin değerlendirmelerde “millet-i hâkime” anlayışına yapılan atıflar, bu düşüncenin tarihsel ve güncel yönden anlam ve önemi üzerinde yeniden düşünmeyi gerekli kılmaktadır. Bu çalışmada, İmparatorluğun kaderini de etkileyen “Millet-i hâkime” düşüncesinin ve buna bağlı olarak ortaya çıkan siyaset anlayışının tarihsel yönden bir değerlendirmesi yapılmıştır.
Abstract
Turkism is one of the movements of political thought making its appearance in late 19th century Ottoman modernization attempts and aiming at the recovery of the Ottoman state. Having gained popularity after the adoption by the Committee of Union and Progress during the Era of II. Constitution, particularly after the Balkan Wars, Turkists tried to reach a synthesis between Ottomanism and Islamism, both of which had been inherited from preceding decades. Having been rooted in the studies of such Turkologues as Arminiu Wambery, Joseph de Guignes, Arthur Lumley Davids, Konstantin Borzecki and further developed by such Turkish intellectuals as Hüzeyinzade Ali Turan, Yusuf Akçura and Ziya Gökalp, Turkism, following the transition into parliamentary regime in the II. Consitutional Era, was attempted to be rendered one of the most influential elements of the policies aimed at the recovery of the empire. Within the parliamentary regime of the Ottoman Empire, which was under the threat of collapse owing to the increasing nationalist activities, the principle of supreme nation was envisaged and attempted to be materialized as a political practice in order to bring the Turkish element into the fore within the spectrum of representation, which was considered crucial by the Committee of Union and Progress. The references to the notion of the “supreme nation” seen in the evaluations regarding the thought of modern Turkish nationalism and its practices, renders the re-thinking of the historical and current meaning and implications of the same notion an urgent necessity. This study tries to analyze the concept of “supreme nation” and the political thought it produced, so important for destiny of the empire, within the historical context.
