Covid-19 Salgınının Türkiye’de Tıp Fakültesi Olan Devlet Üniversiteleri Giderleri Üzerine Etkileri İçin Ampirik Bir Analiz

An Empirical Analysis for the Effects of the Covid-19 Pandemic on Expenditures of State Universities with Faculty of Medicine in Turkey

Özet

Tüm dünyada olduğu gibi Türkiye’de de Covid-19 salgını, sağlık, ekonomi ve sosyal alanlarda, önemli olumsuz etkilere yol açmıştır. Diğer yandan, 2020’nin başlarında etkisini hissettiren Covid-19 salgını, ülkelere ve sektörlere göre farklı düzeylerde olumsuz etkilere yol açmaktadır. Türkiye’de genelde pandemi hastaneleri, özelde ise, tıp fakültesi olan devlet üniversiteleri, Covid-19 Salgının yönetilmesinde ve olumsuz etkilerinin azaltılmasında son derece büyük önem arz etmektedir. Bu bağlamda, bu çalışmanın temel amacı, Türkiye’de tıp fakültesi olan devlet üniversiteleri giderleri üzerinde, Covid-19 salgının etkilerini istatistikî olarak incelemektir. İstatistiksel analiz sonuçlarına göre, Türkiye’de tıp fakültesi olan devlet üniversiteleri giderleri, hem aynı dönemde tıp fakültesi olmayan devlet üniversiteleri giderlerine göre artış göstermiştir, hem de 2020 yılında, 2019 yılına göre istatistiksel olarak anlamlı bir artış göstermiştir. Sonuç olarak, Covid-19 Salgının ile mücadelede hayati öneme sahip olan tıp fakültesine sahip üniversitelerin giderlerinin finansmanın etkili bir şekilde yönetilmesi, salgın başta olmak üzere, diğer hastalıkların yönetimi açısından da son derece büyük önem arz etmektedir. Literatürdeki sınırlı sayıda bulunan araştırma konusunda tıp fakültesi olan devlet üniversitelerinin hem pratik düzeyde hem de teorik düzeyde harcama ve ARGE bütçelerinin arttırılması, kapasitelerinin güçlendirilmesi gerekmektedir. Finansal yeterlilikleri olan bir üniversite araştırma hastaneleri hem toplumsal sağlık hizmeti sunumu hem de küresel ölçekteki pandemiye yönelik önemli düzeyde katma değer sağlayabilecektir.

Abstract

In Turkey, as in the whole world, Covid-19 Pandemic has led to significant adverse effects on health, economic and social fields. On the other hand, Covid-19 Pandemic which made its impact felt at the beginning of 2020 causes different negative effects by the countries and sectors. In Turkey, generally pandemic hospitals and in particular the state universities with medical faculty poses an extremely great importance reducing and managing negative effects of Covid-19 Pandemic. In this context, the main purpose of this study is to analyse the effects of the covid-19 pandemic on expenditures of state universities with faculty of medicine in Turkey. According to the statistical analysis results, expenditures of state universities with faculty of medicine in Turkey increased statistically significant compared to both expenditures of state universities without faculty of medicine in Turkey and the year 2020 compared to 2019 in the same period. As a result, effective management of the financing of the expenses of universities with medical faculties, which are vital in combating the Covid-19 Pandemic, is also of great importance in terms of the management of other diseases, especially the epidemic. State universities with medical faculties need to increase their spending and R&D budgets, both at the practical and theoretical level, and their capacities should be strengthened in the limited number of researches in the literature. A university research hospital with financial capabilities will be able to provide significant added value for both the delivery of social health services and the global pandemic.
