Türkiye’de Kamu Harcamalarının İl Düzeyinde Dağılımının Çok Boyutlu Ölçekleme ve Kümeleme Analizi ile İncelenmesi

Examining the Distribution of Public Expenditures at Provincial Level in Turkey Using Multidimensional Scaling and Clustering Analysis

Özet

Bu çalışmada, Türkiye’nin il düzeyinde, 2009 ve 2019 yıllarına aitfonksiyonel kamu harcamaları verilerinin dağılım, benzerlik vefarklılıklarının ortaya konulması amaçlanmıştır. Bu doğrultuda çalışmadametod olarak çok boyutlu ölçekleme ve kümeleme analizi seçilmiştir. Çokboyutlu ölçekleme analizi sonucunda il düzeyi kişi başı harcamalarda en çokbenzeşen harcamalar “çevre koruma hizmetleri” ve “iskan ve toplum refahıhizmetleri” amacıyla yapılanlar olurken en çok ayrışan harcamalar ise“eğitim hizmetleri” ve “kamu düzeni ve güvenlik hizmetleri” amacıylayapılanlar olmuştur. Kümeleme analizi sonucunda ise “Tunceli” ve“Ankara” illeri tek başlarına birer küme oluştururken en gelişmiş illerinbulunduğu küme, harcama ortalaması en düşük küme olmuştur.

Abstract

The purpose of this study is to analyse the distribution, similarities and differences of functional public expenditure data for 2009 and 2019 at the provincial level in Turkey. To this end, multidimensional scaling and clustering analysis was selected as the analysis method in the study. As a result of the multidimensional scaling analysis, it was found that the most similar expenditures in the per capita public expenditures at the provincial level were for environmental protection services and housing and community amenities services, while the most differentiated expenditures were for education services and public order and safety services. According to the results of the clustering analysis, the provinces of Tunceli and Ankara form a cluster by themselves, while another remarkable result is that the cluster with the lowest spending average is the cluster with the most developed provinces.
