Civil Servants from Kalecik According to the Circumstance Registers (Sicill-i Ahvâl Registers)

Özet

Bu çalışmada, Başbakanlık Osmanlı Arşivlerinde bulunan Sicill-i Ahvâl Defterlerinde kayıtlı olan Kalecikli memurlar tespit edilerek incelendi. Memurların tamamının Kalecik doğumlu oldukları görülmektedir. Kalecikli memurların, 8 Aralık 1833 - 1884/1885 (h. 25 Recep 1249-h. 1302) tarihleri arasında Kalecik'te doğdukları verisine ulaşıldı. Memurların özgeçmişleri incelenerek baba adları, görev yerleri ve görevleri, aldıkları maaş, zimmet durumları, işe başlama yaşları, aile unvanları (şöhretleri) vs. gibi veriler elde edildi. Çalışmanın bütünlüğü açısından Kalecik kazasının idari açıdan nerelere bağlı oldukları Osmanlı vilayet salnamelerinden tespit edildi. Kalecik kazasının bir müddet Kastamonu vilayeti sancaklarından biri olan Çankırı Sancağına bağlı olduğu, daha sonra yapılan idari düzenleme ile Ankara'ya bağlı bir kaza merkezi haline getirildiği görüldü. 19. yüzyılın ikinci yarısında Kalecik nüfusu, hangi milletlere mensup insanların yaşadığı ve kazada yer alan eğitim kurumlarıyla ilgili bazı bilgiler verildi

Abstract

In this study civil servants from Kalecik were studied by detection, registered in the circumstance register books (Sicil-i Ahvâl Defterleri), found in the Ottoman archive of the Prime Ministry. It is seen that all of the civil servants concerned were born in Kalecik. The data were reached that the civil servants from Kalecik were born in Kalecik between the dates of 8 December 1833 – 1884/1885 (h. 25 Recep 1249-h 1302). By studying the curriculum vitae of the civil servants some data were accessed such as the names of their fathers, their places of duty and the positions they held, the salaries that they received, their states of embezzlement, the ages at which they had started their positions, family titles (fames) and so on. Where the town of Kalecik was attached administratively, was detected from the Ottoman provincial yearbooks, with the view of the unity of the study. It was observed that the town of Kalecik had been attached to the District (Sanjak) of Çankırı, one of the districts of Kastamonu province for a period and that it was transformed to a center of town attached to Ankara with an administrative regulation realised afterwards. Some information was provided related with the population of Kalecik in the second half of the 19th century, the people living belonging to which nations and the educational institutions located in the town.
