Özet

İSO 9000 kalite güvence sistemi giderek örgütler arasında benimsenip yaygınlaşmakta ve örgütlere kurumsal bir nitelik kazandırdığı düşünülmektedir. Çevresel belirsizliğin yüksek olduğu sektörlerde, örgütler uzun dönemde varlıklarını sürdürebilmek ve meşruiyet kazanmak için çevre tarafından tanımlanan kurumsallaşmış kural ve beklentilere uyum sağlamak zorundadırlar. Bu çerçevede kurumsallaşma çabası içinde o-lan örgütlerin yüksek bir formalizasyona, güçlü bir kurum kültürüne ve ademi merkeziyetçi bir yapıya sahip olmaları gerekmektedir. Bu çalışmada, kurumsallaşmanın göstergesi olarak görülen İSO 9000 belgesine sahip örgütlerde çalışanların örgütlerinin kurumsallaşma düzeyine ilişkin algılan belirlenmeye çalışılmıştır.Bu sebeple Ankara'da elektrik elektronik sektöründe faaliyet gösteren İSO 9000 belgeli örgütler çalışma kapsamına alınmıştır. Elde edilen verilere göre, bu çalışma kapsamına alınan örgütlerde yüksek formalizasyon ve güçlü kültür olmakla birlikte, yüksek merkeziyetçilik olduğu belirlenmiştir.

Abstract

The article examines the one of the ISO quality systems which assumed as the positive signal about the institutionalization level of the organizations and, considers with the employees' -who work in the certified organizations- perceptions about their organizations' institutionalization level. For the author, the rate of acquiring ISO 9000 quality assurance system has been increasing among the organizations, because the system has been regarded as an indicator of the institutionalization. Being adjusted to the rules of institutionalization and meeting the expectations identified by the institutional environment are considered as the basic requirements for a long term survival and legitimacy, especially for the sectors of high level environmental uncertainity. For that reason, the organizations who spend effort for institutionalization must have a strong organizational culture and a decentralized structure. So, in parallel with the approach, the employees' perceptions about the organizations' -who they work in- level of institutionalization are tried to be determined in the ISO 9000 certificated sectors of electric and electronics. And, the result is that, the organizations reflect a high level of formalization and strong culture as expected at the beginning of the study, but a high level of centralization.
