Özet

Bu yazı, Türkiye’de “Sağlıkta Dönüşüm Programı” çerçevesinde gündeme gelen Sosyal Sigortalar ve Genel Sağlık Sigortası Kanunu’nu (GSS) Foucault’nun “yönetimsellik” ve “biyosiyaset”, Agamben’in “biyosiyaset” kavramları açısından yorumluyor. Sağlıkta Dönüşüm Programı, merkezi hükümet bütçesinden yapılan transferlerle karşılanan sosyal güvenlik açıklarını engellemek için sağlık alanında reformlar yapmayı öngörüyor. Sağlıkta Dönüşüm Programı ve GSS, Foucault’ya referansla (1994: 451) “neyin devletin yetki alanında olup olmadığının, neyin kamusal olana karşı özel olanın yeniden tanımlanması” olarak görülebilir. Agamben’e referansla (1998) ise, bu yasayla, ne tür bedenlerin değerli olduğunun ve hangi bedenlerin “çıplak hayat” haline geleceğinin kararlaştırıldığı çerçevenin yeniden belirlendiğini söyleyebiliriz. Egemenliğin temel çizgilerini belirleyen, hangi bedenlerin hayatta kalmayı hak edeceğine ilişkin istisna alanına karar veren özneler, bu biyosiyasete tabi olanlarla özdeş değildir.

Abstract

This article interprets the Law on Social Security and General Health Insurance, which has come under question within the framework of the “Health Transformation Program” in Turkey, in respect of Foucault’s concepts of “governmentality” and “biopolitics” and, Agamben’s concept of “biopolitics”. The system, which has been put onto the agenda with the Health Transformation Program, primarily aims to prevent transfers from the budget to the field of social security. With reference to Foucault (1994: 451), the health Transformation Program and General Health Insurance can be considered as ‘ the redefinition of that which falls or does not fall within the scope of the authority of the state and, the public versus the private”. Besides, it can be said, with reference to Agamben (1998), that the said Law redefines the framework that determines what kind of bodies are valuable and which bodies will turn into “naked life”. The subjects who decide which bodies deserve to survive are not identical to those who are “objects” of these policies..
