Özet

Bu çalışmada İnternet kafelerin teknotoplumsal uzam olarak gençlerin gündelik yaşamlarının ayrılmaz bir parçası olduğu düşünülmektedir. Bu bağlamda, çalışmanın ilk bölümünde, dünyada ve Türkiye’de İnternet kafelerin gelişmesinin kısa tarihçesi sunularak, bu mekânın değişen anlamı tartışmaya açılacak; ikinci bölümde, siyasi aktörlerin hangi söylemlerle bu mekânları “günâh keçisi” olarak işaretlediği serimlenecektir. Çalışmanın üçüncü bölümünde, İnternet kafe kullanım biçimlerine ilişkin mevcut araştırmaların bulguları irdelenecek ve Ankara mikro ölçeğinde gerçekleştirilen nitel bir alan çalışması üzerinden, bu mekânların gençlere ve çocuklara zararlı etkilerine ilişkin ana akım medya ile siyasal aktörler tarafından üretilen kalıpyargılar tartışmaya açılacaktır. Bu serimlemeler aracılığıyla, burada Türkiye’de İnternet’in ve İnternet kafelerin denetlenmesi ile çocukların ve gençlerin korunması şeklindeki yeni muhafazakâr teknopolitikalara karşı, kullanıcılara ve eğitim sürecinin kendisine sorumluluk veren eleştirel pedagojinin kullanılması ve eleştirel medya okuryazarlığına temellenen yeni medya okuryazarlığının geliştirilmesi önerilecektir.

Abstract

This study asserts that as technosocial spaces, Internet Cafes are an inseparable part of young people’s everyday lives today. In this context, the first section of the study will provide a brief history of Internet Cafes both in Turkey and in the world and discuss their changing meaning. In the second section, the discourses of political actors, who make such places a scapegoat, on Internet Cafes, will be presented. In the third section, the findings of the previous studies on the purposes for using Internet Cafes will be analyzed. Then, the stigma chiefly produced by the mainstream media and political actors on the unfavorable impacts of these places on children and young people will be discussed on the basis of a qualitative field study conducted in the Ankara province at micro scale. In the conclusion section, the development of the new media literacy approach arising from both critical pedagogy and critical media literacy theory, which attributes responsibility to the user and the education process itself, will be suggested against the conservative technopolitics that aims to protect children and young people by controlling the content of the Internet and Internet Cafes.
