Özet

Çalışmada Türk kamu personel rejimi içerisindeki memur maaş düzeni iki tarihsel dönem içerisinde incelenmektedir. Bu iki dönem, Fordist ve Post-Fordist dönem olarak adlandırılmakta; bu iki dönemdeki memur maaş düzeninin maddi - somut gerçekliğinden hareketle, iki memur maaş düzeni soyutlamasına ulaşılmaktadır. Makalede, 1939 sonrası başlayan ve 1965 sonrası restorasyonla en gelişkin düzeyine ulaşan memur maaş düzeni Fordist, 1980 sonrası tedrici olarak ortaya çıkan maaş düzeni ise Post-Fordist olarak kavramlaştırılmaktadır. 1980 sonrası Post-Fordist maaş düzeni yıkım ve inşa sürecinin içerecek biçimde onar yıllık tarihsel dönemlerde incelenmiştir. Dönemlerin maaş düzenleri, özellikle her iki rejim arasındaki geçiş dönemi, somut düzenlemelerden hareketle ayrıntılı olarak çözümlenmektedir.

Abstract

The study aims to analyze salary systems for civil servants under the Turkish public personnel regime in two historical periods, Fordism and Post-Fordism. Taking physical, concrete reality of salary systems for civil servants as the starting point during these two periods, the study will attempt to reach the abstraction of the two civil servant salary systems. In the article, the civil servant salary system, which started in the post-1939 period and reached a peak by the post-1965 restoration, is conceptualized as Fordist and the salary system that gradually emerged in the post-1980 period as Post-Fordism. The Post-Fordist salary system has been examined in ten-year periods so as to include the destruction and construction period. The salary systems of the said periods, particularly the transition period between two regimes, have been analyzed in detail on the basis of concrete arrangements.
