Natural Disaster Risk Financing Within the Framework of the Cooperation of Public and Private Sectors

Özet

Özet: Doğal afet riski, çok büyük ekonomik kayıplara neden olduğu için, doğal afet risk finansmanı kamu ve özel sektör işbirliğini gerekli kılmaktadır. Kamu-özel sektör işbirli- ği ile doğal afet riski azaltılmaya çalışılmakta ve finansal araçlarla riskin ortaya çıkar- dığı ekonomik kayıplar karşılanmaktadır. Çalışmanın amacı, doğal afetlerin risk fi- nansmanında kamu-özel sektör işbirliğinin önemine değinmek, bu çerçevede doğal afet finansmanında kullanılan finansman araçlarını incelemek ve Türkiye için değerlendir- mede bulunmaktır.

Abstract

Abstract: Since natural disasters cause huge economic losses, natural disaster risk fi- nancing requires the cooperation of public and private sectors. With such cooperation, the natural disaster risk could be mitigated, and the economic losses created by the risk could be compensated through financial instruments. The aim of the study is to point to the importance of the cooperation of public and private sectors in financing natural disaster risk, and to examine the natural disaster financing instruments for the case of Turkey.
