Özet

Millî Mücadele Dönemi’nde Doğu Cephesi’nde büyük başarılarelde eden Kâzım Karabekir Paşa, ikinci Meclise İstanbul’danmilletvekili seçilmiş ve Doğu Cephesi Komutanlığı kaldırıldıktan sonrakurulan Birinci Ordu Müfettişliğine atanmıştır. Kâzım Karabekir Paşaİstanbul’a, İstanbul Milletvekili ve Birinci Ordu Müfettişi olarak 1923yılında iki ve 1924 yılında dört ziyaret gerçekleştirmiştir. Buziyaretlerinde, milletvekili olarak şehrin ihtiyaçlarını öğrenmek içingörüşmelerde bulunmuş, kendisi adına düzenlenen organizasyonlarakatılmış ve askerî birlik ve kurumları denetlemiştir. Bu süreçte ziyaretettiği ya da denetlediği kurumlara yönelik olduğu kadar siyasi,ekonomik ve toplumsal konulara ilişkin de görüşlerini açıklamıştır. Bugörüşleri, 17 Kasım 1924’te kurulan ve kendisinin Genel Başkanlığınıüstleneceği Terakkiperver Cumhuriyet Fırkası programında da etkiliolmuştur. Çalışmada, Kâzım Karabekir Paşa’nın İstanbul Milletvekilive Birinci Ordu Müfettişi olarak İstanbul’a yaptığı ziyaretler tarihselaraştırma yöntemi kapsamında kronolojik olarak incelenmiş; ulusalbasının yanı sıra konuya katkı sağlayacak diğer birinci ve ikinci elkaynaklardan yararlanılmıştır..

Abstract

Kâzım Karabekir Pasha, who achieved great success in the Eastern Front during the National Struggle, was elected as a deputy from Istanbul to the Second Assembly and was appointed to the First Army Inspectorate, which was established after the Eastern Front Command was abolished. Kazım Karabekir Pasha made a total of six visits to Istanbul, including two in 1923 and four in 1924, as the Deputy of Istanbul and the Inspector of the First Army. During these visits, as the Deputy of Istanbul, he held meetings to be informed about the needs of the city, participated in events organized on his behalf and supervised military units and institutions. In this process, he explained his views on political, economic and social issues as well as on the institutions he visited or supervised. These views were also influential in the Progressive Republican Party program, which was established on November 17, 1924, and of which he would assume the leadership. In this study, Kazım Karabekir Pasha's visits to Istanbul as the Deputy of Province and the Inspector of the First Army were examined. The historical chronology method was applied for this purpose. In addition to the national press, other first and second hand sources were used to contribute to the research subject.
