Özet

Bu çalışmada; Türkiye’de oldukça tartışılan, kent yönetimi ve kent planlama alanlarında farklı uygulamalarına rastlanan “kentsel dönüşüm” çalışmalarına yön gösterebilecek bir deneyim olan Küçükçekmece Ayazma – Tepeüstü Kentsel Dönüşüm örneği tüm süreçleri ile aktarılmaktadır. Örgütlenme, kurumsal kapasite artırımı, projelendirme, uygulama ve sürekliliğin sağlanması adına bir kamu yönetimi hizmeti olan proje paketindeki olumlu, olumsuz ve eksik yönler; toplumsal boyutlu çalışmalar ve fiziki mekâna yönelik çalışmalar olarak özetlenmiştir. Sonuçta; kapsamlı ve çok aktörlü bir sistemi işaret eden bu kavramın bir süreç olarak planlanması ve yönetilmesi kaçınılmaz olmakla birlikte siyasi ve bürokratik oluşumların da etkisinin yadsınamaz derecede fazla olduğu açıktır.

Abstract

This study contains Kucukcekmece Ayazma-Tepeustu case for Urban Regeneration with all processes, which is one of the widely discussed issues in Turkey as a leading experience for different implementations of ‘Urban Regeneration Studies’ within the context of urban management and urban planning fields. Positive and negative sides, studies with social aspects, and studies towards physical localities of a public administration utility project have been summarized as to be organized, to provide continuity and implementation, to enhance institutional capacity, to make a project. As a result, though it is inevitable that this concept, which point to an inclusive and multi-actor system, should be planned and managed as a process, it is also evident that the impacts of political and bureaucratic formations are undeniably countless.
