Özet
Osmanlı düşünürleri, Osmanlı Devletini kozmogonik temellere dayandırmışlardır. Kozmogonik temeller İslamî terminolojiyle ele alınmış olsalar da, yapı açısından büyük ölçüde İslam öncesi devlet anlayışını yansıtmaktadır. Türk düşüncesinde baskın bir özellik olan kozmogoni ile devlet arasındaki ilişki Osmanlı Devletinde de devam etmiştir. Osmanlı Devleti, İslam Medeniyeti çerçevesinde oluştuğundan, İslami değerlerin baskın özellikler olarak öne çıktıkları söylenebilir. Bununla birlikte, İslam evren tasavvuruyla İslam öncesi Türk evren tasavvurları karşılaştırıldığında, iki evren tasavvuru arasında çok büyük benzerliklerin olduğu görülmektedir. Öncelikle her iki evren tasavvurunda da Tanrı belirleyici bir konuma sahiptir. Tanrı, hem evren hem de insanı yaratıp onların varoluşlarının sürekliliğini sağlamaktadır. Bununla birlikte Gök Tanrı'nın evreni ve insanı nasıl yarattığı üzerinde hiç durulmamakla birlikte, Allah'ın evreni ve insanı nasıl yarattığı ve onlara ne türden özellikler yüklediği hakkında çok zengin bilgi birikimi vardır. Bilgi birikiminden kaynaklanan farklılıklar bir kenara bırakılırsa, biçimsel açıdan büyük benzerliklerin olduğu, dahası birinin diğerinin devamı olduğu söylenebilir. İslam evreni de Türk evreni gibi, katlardan oluşmaktadır. Her ikisinde de katların sayısı değişmektedir. Eski Türklerde göğün katları 7 ile 17 arasında değişirken, İslam düşüncesinde felek adı altında anılan katların sayısı da 7 ile 10 arasında değişmektedir. Sorunumuz devlet olduğundan, devletin dayandığı kozmogonik temellerin Osmanlı Devletinde nasıl yer aldığı aşağıda ele alınmıştır. Osmanlı düşünürlerinin devletle kozmogoni arasında kurdukları ilişki üç başlık altında incelenebilir: 1- İnsanın Devletli Olma Zorunluluğu. 2- Dünya Devleti Modeli. 3- Hükümdarın Özellikleri.
Abstract
Ottoman thought placed the Ottoman state on a cosmogonic basis. If this had been stated in Islamic terms, this cosmogeny would have reflected to a great extent the beliefs about statehood that were current before the adoption of Islam. Another speciality of Turkish thought on this subject was the idea of a relationship between state and cosmos which continued under the Ottoman Empire. It can be said that as the Ottoman State emerged within the framework of Islamic Civilization, the values of Islam were imposed on it. Together with this, however, if we compare Islamic views of the universe with those held by Turks before converting to Islam, we can see a remarkable similarity between the two views. First of all, each of them sees God as a definite part of it. God has created both the universe and mankind within it and guarantees their continuation. Although the subject of how the Sky God created the heavens and mankind is not dwelt on, there is a great storehouse of knowledge on how Allah created the universe and mankind and gave them each their special features. Leaving aside the differences arising from this storehouse of knowledge, let us look at the great resemblance from the point of view of form such that one can be said to be the continuation of the other. Like the Turkish universe, the Islamic universe was composed of layers, though in each of them the number of these is different. Among the old Turks the layers of the heavens varied from 7 to 17 while in Islamic thought, the layers, known as spheres, varied in number from 7 to 10. Since our topic is the state, we will take up below the question of how the Ottoman state arrived at cosmogony as its basis. The relationship between state and cosmos in Ottoman thought can be examined under three headings: 1 - The Human Need for an Organized State. 2- The World as the Model State 3- The Qualities of a Ruler.
