Özet
Bu çalışmanın temel amacı, sivil toplumun devlete nazaran konumu ve rolüyle ilgili bir çerçeve ortaya koymaktır. Makalede ilk olarak, sivil toplum ve sivil toplum kuruluşları ile ilgili temel gelişmeler, tanımlar ve tartışmalar hakkında özet bilgiler sunulmaktadır. İkinci olarak, devlet-sivil toplum ilişkileri hakkındaki söylem ve sınıflandırmalara kısaca değinilmektedir. Üçüncü olarak, sivil toplumun devlete yönelik farklı pozisyonları ve işlevleriyle ilgili bir çerçeve geliştirilmekte ve tartışılmaktadır. Önerilen çerçevenin içerdiği dört ana kategori şunlardır: a derişmeci-dayatmacı b dengeleyici-daraltmacı c denetleyici-danışmacı d destekleyici-dayanışmacı. Makale, önerilen çerçeveye dair kısa bir tartışmayla son bulmaktadır
Abstract
The chief purpose of this study is to offer a framework related to the role and situation of civil society as per state. The article presents, first, brief information about key developments, definitions, and debates involving civil society and civil society organizations. Secondly, it rather shortly deals with the rhetoric and categorizations associated with the relations between state and civil society. Thirdly, the article develops and discusses a framework about civil society’s various positions and functions vis-à-vis state. The proposed framework involves the following four categories: a concentrated-possessive b counterbalancing-constrictive c watchful-advisory d supportive-solidarist. The article ends with a brief discussion about the proposed framework.
