Özet

Siyasi partilerin Avrupa Birliği algısı, ülkenin Avrupa Birliği ile iliş- kilerinde temel belirleyici olmuştur. Avrupa Birliği’ne aday ülke olan Türkiye’de bu süreci belirleyen ise, Adalet ve Kalkınma Partisi’dir. Bu doğrultuda, çalışmada Adalet ve Kalkınma Partisi’nin Avrupa Birliği’ne yaklaşımı 2002-2014 dönemini kapsayacak şekilde kronolojik olarak incelenmiştir. Çalışmanın ayırt edici özelliği, konuya teorik bir çerçeveden (sert/yumuşak euroseptisizm) bakması ve Adalet ve Kalkınma Partisi’nin Türkiye Büyük Millet Meclisi Avrupa Birliği Uyum Komisyonu’ndaki dört milletvekiliyle yapılan mülakatlara yer vermesidir. Çalışmada, 2005 dönemine kadar olan Avrupa Birliği desteğinin bu tarihten sonra azaldığı, özellikle 2010 sonrası dönemde euroseptisizminin güçlendiği ifade edilmiştir. Sonuç olarak, Adalet ve Kalkınma Partisi yumuşak euroseptik bir parti olarak kabul edilmiş ve partinin Avrupa Birliği algısının ilk dönemindeki destekçi çizgiden son dönemindeki eleş- tiri çizgisine değiştiği tespit edilmiştir.

Abstract

Political parties’ perceptions of the European Union have become a basic determinant of a given country’s relationship with the European Union. In the case of Turkey, a candidate country to the European Union, the Justice and Development Party is the determinative unit in this process. In this paper, the approach of the Justice and Development Party to the European Union will be chronologically examined from 2002 to 2014. A distinctive property of the paper will be its focus on the subject using a theoretical framework that relies on notions of hard/soft euroscepticism while also giving place to four deputies of the Justice and Development Party who are in the European Union Harmonization Committee in the Grand National Assembly of Turkey. It is stated in this paper that the existence of support of the European Union has declined since 2005, and after 2010 in particular, euroscepticism has gained strength. Here, the Justice and Development Party can be increasingly regarded as a soft eurosceptic party whose approach toward the European Union has shifted from being supportive in nature in the beginning to being more and more critical in the recent period.
