İÇ-BÖLGESEL-KÜRESEL DİNAMİKLER BAĞLAMINDA UKRAYNA KRİZİ

Özet

Kasım 2013de başlayan Ukrayna krizinin etkileri 2014 yılı boyunca genişleyerek devam etti. Alanda süren çatışma durumuna ek olarak krizin diplomatik çözümünün de zamana yayıldığı görülmektedir. Bu çalışmada Ukrayna krizini çözümleyebilmek adına iç-bölgesel-küresel dinamiklerin etkileşimi analiz edilmektedir. Bu noktadan hareketle çalışmada Ukrayna krizinin, iç dinamikleri itibarıyla Ukraynanın toplumsal yapısının; bölgesel dinamikler itibarıyla Rusyanın ve ABnin ortak komşuluk alanına yönelik politikalarının; küresel düzeyde ise Rusya-Batı ilişkilerinin etkileşiminin bir ürünü olarak ortaya çıktığı argümanı ileri sürülmektedir. Bu bağlamda Ukrayna krizi ülkenin iç siyasi yapısı; Rusya Federasyonu ve ABnin çakışan ve çatışan Ukrayna politikaları; ve kriz ile birlikte ortaya çıkan yeni Soğuk Savaş tartışmaları çerçevesinde irdelenecektir.

Abstract

The Ukraine crisis which began in 2013, continued throughout 2014 with growing consequences. In addition to the conflicts on the ground, it is being observed that the diplomatic resolution of the crisis is expanding with time. This study analyzes the interaction of domestic-regional-global dynamics of the Ukraine crisis. From this perspective the study argues that the Ukraine crisis is the offspring of the interaction between the domestic social structure of Ukraine; Russia and the EUs regional policies towards their shared neighborhood; and the global dimension of Russia-West relations. In this context, the article will firstly take into consideration Ukraines internal political structure, then the convergent and conflicting policies of the Russian Federation and the EU concerning Ukraine, and finally the developments in Russia-West relations from the viewpoint of arguments that contend the Ukraine crisis points towards an emerging new Cold War environment
