WORKING TOWARDS DISCIPLINES ON SERVICES DOMESTIC REGULATION IN THE WORLD TRADE ORGANIZATION: BACKGROUND AND CURRENT STATE OF PLAY

Negotiations on domestic regulation disciplines in the World Tra-de Organization have been ongoing for close to twenty years. Given the lack of prospect for a multilateral outcome with the participation of all WTO Members, a group of 60 Members are in the process of finalizing disciplines on domestic regulation. The Paper recalls the origins and rationale for such disciplines, tracks the key milestones and phases in the negotiations, and provides an overview of the current state of play and outlook for a conclusion of the negotiations.
