Planlama Piyasasının İki Yeni Dinamiği: Parçalama ve Tekelleşme

Özet
Küçük ölçekli, parçacıl ve plan bütünlüğünü bozan plan değişiklikleri planlama alanının en önemli sorunlarından biridir. Her ne kadar plan uygulama süreciyle ilgili olarak plan değişiklikleri istisnai bir araç olarak tanımlansa da; plan değişiklikleri istisnai bir durum olmaktan çıkmış ve genel bir uygulamaya dönüşmüştür. Bu tür değişiklikler aracılığı ile planlama kararlarından etkilenen tüm aktörler planlama faaliyetinin getirdiği sınırlamaların dışında kalmaya çalışmaktadır. Plan değişikliklerinin hayata geçmesinde iki unsurun çok önemli olduğu vurgulanabilir. Kişisel ve kısmi çıkarları ön plana çıkaran bu tür plan değişikliklerini talep eden taraflar ile bu talepleri onaylayan ve hayata geçiren yerel yönetimler sürecin en önemli iki tarafıdır. Üstelik bu plan değişikliği talepleri toplumun sadece belli bir kesiminden değil tüm kesimlerden gelmektedir. Diğer bir deyişle plan değişikliği beklentisi tüm toplumsal katmanlara yayılmıştır. Bununla birlikte belediyeler ise bu süreçte edilgen bir konum almaktansa sürecin aktif bir parçası ve hatta yöneten aktörü olma eğilimindedirler. Görgül çalışmanın bulguları da küçük ölçekli, parçacıl ve plan bütünlüğünü bozan plan değişikliklerinin meslek alanında ne kadar yaygınlaştığını ampirik olarak göstermektedir. Bu tür plan değişikliği taleplerinin sayısının artmasını hem kolaylaştıran hem de motive eden iki unsur olduğu söylenebilir. Bunlardan birincisi hukuki anlamda planlama yetkilerinin yerel yönetimlere devredilmesi; ikincisi ise felsefi anlamda mülkiyet ilişkilerinin içeriğidir. Bununla birlikte görgül çalışmanın en önemli sonuçlarından biri ise kentsel mekanın üretiliş biçiminin örgütlenmesiyle ilişkilidir. Serbest planlama büroları tarafından yürütülen serbest planlama faaliyetlerinde tekelleşme görülmeye başlanmıştır. Bu parçacıl planlama faaliyetinin sadece sonuçları anlamında değil süreç açısından da sermaye birikimine neden olduğu anlamına gelmektedir.
Abstract
Plan amendments small-scale, partial and disruptive to the integrity of planning are one of the most important problems of planning field. Although plan amendments are defined as exceptional cases about implementing plans, they are no longer exceptional cases but become a general mode of planning. By these kinds of plan amendments, all actors affected by the regulations brought by planning practice try to be out of arrangements brought by planning. It can be easily stated that there are two factors which are very significant to bring plan amendments into being. Demanding side of these plan amendments featuring private and partial interests and local governments approving and carrying out these demands are both main parts of these amendments. Furthermore, this kind of amendment demands come not only from a certain section of society but from every segments of society. In other words, expectations of plan amendment spread to all social layers. Additionally, municipalities try to become an active part and even to be leading actor of it. The findings of empirical study show how much these plan amendments small-scale, partial and disruptive to the integrity of planning become widespread in planning practices. There are two facilitating and motivating factors behind the increasing number of plan amendment demands. These are first of all decentralization of planning authorities to local governments and in the second place philosophically the content of property relations. In addition to that one of the most important findings of empirical study is related with organization of production of urban space. It is observed that there is a monopolization process in the market of private planning offices that provide services both to public and private agencies. Therefore partial spatial planning practices result in capital accumulation not only by its outcome in terms of creating urban rents but also by its process in terms of rising prices due to monopolization of market.
