Özet

Yoksulluk günümüzde sadece gelişmekte olan ülkelerin değil, bilinenin aksine ulaşım olanakları sayesinde artık bütün ülkelerin sorunu haline gelmiştir. Yoksulluğun küresel bir sorun oluşu genel olarak kabul görmesine karşın, yoksulluk algısı farklı olabilmektedir. Bu nedenle üzerinde kolaylıkla uzlaşma sağlanan bir yoksulluk tanımı yoktur. Bunun nedeni yoksulluk kavramının yere, bölgeye, kişiye göre farklı anlamlara gelecek şekilde kullanılıyor olmasıdır. Bugün bu kargaşayı ortadan kaldırmak amacıyla mutlak, göreli ve insani olmak üzere üç yoksulluk tipinden söz edilmektedir. Yoksulluğun kaynağı her ülkenin ya da bölgenin kendi koşullarına bağlı olarak çok çeşitli nedenlerden kaynaklanabilmektedir. Bu nedenler bir biriyle iç içe geçmiş olmakla birlikte sorun ekonomik, siyasal, sosyal, kültürel, ekolojik nedenler başlığı altında toplanabilir. Yoksulluğun nedenleri konusunda üretim yetersizliği, paylaşım sorunları gibi daha çok ekonomik nedenler ön plana çıkmaktadır. Oysa bunun dışındaki unsurların da yoksullukla doğrudan ilişkili olduğu bilinmektedir. Çevre ve yoksulluk konusu literatürde üzerinde fazla durulmayan konulardan biridir. Buna karşın yoksulluk ile çevre sorunları arasında genellikle doğrudan bir ilişki bulunmaktadır. Özellikle kent yoksullarının çevre açıdan sorunlu yerlerde yaşamaları, bu ilişkinin tipik bir göstergesidir.

Abstract

Poverty is not only a problem for developing countries but also a problem for the developed ones due to the advancement of transportation means. Although it is generally agreed that poverty is a global problem, the perceptions of people about poverty are different from each other. Therefore there is not any generally agreed definition of poverty. The concept of poverty is used in different meanings according to location, region and individual. For the convenience of the usage of the term, three types of poverty is mentioned: absolute poverty, relative poverty and humanitarian poverty. The causes of poverty differ according to the conditions of the country or region. Although economic, political, social, cultural and ecological causes for poverty can be mentioned, these causes are interrelated. Economic causes of poverty such as insufficiency of production, problem of distribution are usually brought to the fore. However, other factors are also directly related to poverty. Environment and poverty relationship is rarely dealt with in the literature. However, there is a direct relationship between poverty and environmental problems. It is a typical indicator of this relationship is that urban poor’s live in places which are problematic in terms of environment.
