Güvensiz Dünyada Bir Belirsizlik Faktörü Olarak Yabancı Korkusu: İstanbul'daki Kapalı Yerleşimler Üzerinden Bir Değerlendirme

Özet
Neoliberal belirsizliklerin yükseldiği dünyada artık 'istikrarsızlık' kalıcı bir hayat standardı haline gelmektedir. Bu uğurda toplumsal birlikteliğe dair istikrar vaadi olan her şey bir bir geçersiz hale geldikçe, müşterek ortaklıklara dair anlatılar da giderek değersizleşmeye başlamaktadır. Bu süreçte yükselen radikal bireysellikler, bir güvenlik stratejisi olarak, özel hayat saplantılı kentleşme tarzlarını ortaya çıkarmaktadır. Bauman'ın vurguladığı gibi; "geleneksel kenti var eden pek çok dinamik, yeni koşullar karşısında bir kent belirsizliğine ve hatta korkusuna dönüşmüş durumdadır". Böylesi gerçeklikler etrafında şekillenen kentte yükselen 'yabancı korkusu' giderek de bir gündelik hayat gerçekliğine dönüşmektedir. Ortaya çıkan mevcut koşullar (tarihsel akışın aksine), şehri içeriden bölen yeni bir kentsel güvenlik stratejisi üretmektedir. Kentin ontolojik anlamdaki temellerinin tersine bir şekilde yükselen bu yeni hayat tarzı, güvenlik göstergesi olarak da neoliberalleşen kentin ilişki sistemlerini belirleyen temel faktör haline gelmektedir. Vurgusu yapılan noktanın en önemli örneklerini güvenlikli siteler özelinde şekillenen yaşamlarda görmekteyiz. 'Yabancı korkusu' bağlamında kurgulanan bu türden yaşam alanlarını artık Türkiye'de de (bilhassa İstanbul'da) yoğunlukla görmekteyiz. Bu çalışmanın amacı İstanbul metropolitan alanında yükselen söz konusu yerleşimlerin 'zenofobik' ve 'miksofobik' içerimlerinin nasıl işlediğini anlamaya çalışmaktır. Ortaya konulan saptamalar ışığında giderek yükselmekte olan yeni kentleşme tarzının, geleneksel kentin değerleri karşısındaki içeriklerinin neler olduğunu açığa çıkarmayı amaçlamaktayız. Araştırma İstanbul'daki güvenlikli sitelerde oturan 57 kişiyle yapılan derinlemesine mülakatlar çerçevesinde derlenen, yaklaşık 50 saatlik ses kaydı üzerinden irdelenmiş ve veriler analiz edilirken söylem analizi kullanılmıştır.
Abstract
In a world where neoliberal uncertainties are at rise, ‘instability’ has become a permanent standard of living. For this cause, as all which promise stability regarding social cohesion becomes invalid, the narrative concerning the joint partnership gets of less value every day. Radical individualization which is at rise in this process as a security strategy reveal private life obsessed urbanization styles. As Bauman stresses; "Under new circumstances, many a dynamics which constitutes the traditional city has turned into an urban uncertainty, and even a fear of urbanization". The rising fear of 'foreigners’ in such a city shaped around such realities has been forming into a permanent reality of city. Emergent existing conditions (as opposed to the historical flow generate a new urban security strategy which divides the city from the inside. This new life style which rises on the contrary to the ontological bases of the city has been growing into a leading factor which decides on the systems of relationships in neoliberalizing cities as a security parameter. We observe the most crucial examples of the lives having been emphasized in this study, shaped around gated communities. We have started to heavily witness such living spaces which are based on the ‘fear of foreigners’ in Turkey (especially in Istanbul). The aim of this study is to attempt to grasp how the ‘xenophobic’ and ‘mixofobic’ inclusions of ‘gated communities’ which at at rise in the metropolitan area of Istabul work. We aim to reveal the implications of the new urbanization regime against the values of the traditional city in the light of aforementioned determinations. Our research was carried out through about 50 hours of audio recording compiled on the basis of in-depth interviews with 57 people residing in gated communities in Istanbul, and the data was analyzed via discourse analysis
