Siyasal iktidarların polis aracılığıyla topluma nüfuz etmesi

Özet

Modernlik birçok alan ve konuda olduğu gibi toplumda suçun baskilanmasi (repression of crime) adına şiddet veya zor kullanımını da dönüştürmüştür. Modernlik öncesinde, güvenlik yerel unsurlarca yerine getirilmekteyken, modernite döneminde polis teşkilatları kurularak güvenlik merkezileşmiştir. Moderniteyle birlikte polisin çift yönlü işlevi olduğu kabul edilmektedir: Bir yandan merkezi otoritenin değerlerini topluma aktarırken veya kanunları uygulatırken; diğer yandan devlet adına toplumsal talepleri almakta veya tepkileri karşılamaktadır. Polisin bu işlevleri iktidarlar tarafından sürekli değerlendirilmekte ve polise siyasal gücün topluma nüfuz etme aracı niteliği kazandırılmaktadır. Günümüz Türkiye'sinde ekonomiye bağlı olarak polisin mekânsal olarak merkezden uzaklaşması, bir yandan sosyal uzaklaşmayı beraberinde getirirken, öte yandan çevrenin oylarını alarak iktidara gelenler tarafından kendi lehlerine kullanılmaktadır. Ayrıca çevre ülkelerdeki mesleki uygulayıcıların (ör. polisin) merkezin evrensel olduğu iddiasıyla çevreye dayattığı normları benimsemeye zorlanması da (ör. AB uyum yasaları), onların görece merkezi olan otoritesinin giderek aşındığı anlamını taşımaktadır. Son tahlilde, siyasal iktidarlar polis erkinin çift yönlü fonksiyonunu kullanarak topluma nüfuz etmektedirler.

Abstract

Modernity has led to transformation in the number of areas and issues as well as violence and use of force that are wielded to repress crimes.Whereas security has been provided by local elements in pre-modern term, it has been centralized in modern era by establishing police units. To date the police is considered to have bilateral functions: While it transfers the values of central authority to society, it, on the other hand, receives social demands or encounters social reactions. Governments have continually utilized these functions of the police, and the police increasingly have been given a status which is a tool for political power to permeate all levels of society. The fact that the police is being spatially far away from central residential areas depending upon economy has led to both its social recession and its exploitation in favour of governments that have peripheral votes. Furthermore, that job enforcers such as the police -with the claim that the centre is universal- are forced to adopt norms such as EU accession norms that are imposed by centre on periphery means that their authority which is relatively central is eroded. As a result, political powers permeate all levels of society via police forces which they have bilate rial function.
