Özet
Hem gelişmiş hem de gelişmekte olan ülkelerde ulusal gelirden sağlık hizmetlerine artan oranlarda pay ayrılması, ayrılan kaynakların etkili ve verimli kullanıma önem kazandıran konulardan biridir. Herhangi bir sağlık sisteminin temel amacı toplumun sağlık ve refahını en üst düzeye çıkartmaktır. Fakat kaynakların kıtlığı ve toplumun ihtiyaç duyduğu sağlık hizmetinin çok değişkenlik göstermesi sağlık hizmetlerinin sunumuna yönelik çok ciddi kararlar alımını gerektirmektedir. Bunun yanında sağlık hizmetlerinin ekonomik kalkınmaya etkisi ve toplumun sağlık seviyesiyle birinci derecede ilişkili sağlık hizmetlerinin sunulma zorunluluğu göz önüne alındığında, bu hizmetlerin birim maliyetlerinin kaliteyi düşürmeyecek şekilde minimize edilmesi ve aynı sonucu veren tedavi yöntemleri arasından en düşük maliyetli olanın seçilmesinin önemini ortaya koymaktadır. Bu çalışmanın amacı, ana ve çocuk sağlığı seviyelerinin yükseltilmesinde etkili olan aile planlaması hizmetlerinde kullanılan yöntemler arasından en düşük maliyetli yöntemi maliyet minimizasyon analizi ile belirlemektir. Bu amaca ulaşmak için Ankara’da hizmet verdiği bölgede en büyük sağlık ocaklarından biri seçilmiş ve 2001 yılına ilişkin maliyet verileri toplanarak maliyet analizleri yapılmıştır. Araştırma sonunda aile planlaması yöntemlerinden kondomun en düşük maliyetli yöntem olduğu belirlenmiştir.
Abstract
One of the major issues attaching importance to the efficient and effective utilization of the allocated resources is the increasing rate of share allocation to the health services from the national income in both developed and developing countries. The fundamental objective of any health system is to transfer the health service and prosperity level of the society to the possible maximum level. However, the shortage in the resources and the variable nature of the health services required by the society requires taking of significant decisions regarding the offering of the health services. Nevertheless, when we consider the effect of the health services to the economical development and the obligation to offer health services connected with the health levels of the society at the first degree, these facts reveal the minimization of the unit costs of such services in a manner to avoid loss in quality and selection of the treatment procedure with lowest cost among the procedures leading to similar outcomes. The purpose of this study is to designate the procedure with lowest cost among the procedures utilized in the family planning services which is effective in the enhancement of the mother and infant health levels by cost minimization analysis. For this purpose, a health care center which is deemed to be one of the largest health care center within the region of service in Ankara had been selected and cost analysis of such center had been performed regarding the cost data for year 2001. As an outcome of the research, it had been determined that the condom is the method with lowest cost among other family planning procedures.
