Özet
Yapilan çeşitli araştırmaların bulguları, kitle iletişim araçlarında birçok haber türü arasında en JL çok izlenen, okunan haberlerin terör haberleri olduğunu ortaya koymaktadır. Şüphesiz ki, terör olayları aynı zamanda kitle iletişim araçları için kullanılabilecek birer haberdir, terör olaylarının haber olarak insanlar tarafından "tüketilir" olması, birer ticari işletme olan kitle iletişim araçlarının bu haberleri öne çıkarmasına, önemsemesine neden olmaktadır. Bu haber yönüdür ki, teröristler de bir eylemi gerçekleştirirken öncelikli olarak bunların "haber olma", "ses getirme" gibi değerlerini hesaplamaktadırlar. Dolayısıyla, terörizmin amacına ulaşmasında destek beklediği en büyük güç kitle iletişim araçları olmaktadır. Bu noktada, neyin haber olduğu, neyin olmadığı, haberin ne kadar öncelikli olduğu; keza kamu yararının, kamu güvenliğinin gerektirdiği hallerde bu tür haberlerin verilmesine kısıtlamalar getirilip, getirilemeyeceği, bu kısıtlamaların ne şekilde olması gerektiği konusunda bir çok görüş bulunmaktadır. Medyanın terör haberlerini sunumunun belirlenmiş sakıncaları haberlerin sunumunun belirli bir yasal düzenleme çerçevesinde mi yoksa basının kendi kendisini denetlemesine dayanan oto-kontrol sistemi çerçevesinde mi gerçekleşeceği tartışmalarını da getirmiştir. TTS'ısacası, sorun teröristlerce gerçekleştirilen olayların bilinip bilinmemesinde, haber yapılıp yapıl-J\.mamasında değil, ne şekilde sunulacağında düğümlenmektedir. Bu makale çerçevesinde de, genel olarak medyada terör olaylarının haberleştirilmesine ilişkin yaklaşımlar üzerinde durularak; terör Örgütleri, güvenlik güçleri ve medya etiği açısından terörist eylemlerin habeıieştirîlnıesi ve bu haberlerde kullanılan dil ve üslup tartışılacaktır.
Abstract
the findings of various surveys conducted have proved that it is the terror news, which is mostly J_ watched and read about amongst a lot of other news through mass communication instruments. Undoubtedly, terrorist actions can, at the same time, be used for mass communication instruments as news on their own; the fact that terror news "are consumed" by people, as news makes the mass communications instruments, each of which are commercial companies, highlight these pieces of news and this also makes them assign importance on terror news. It is this aspect of news that the terrorists primarily consider the "popularity" and "fame" of such news when they accomplish an activity. Therefore, the most important power that terrorism has been expecting support to achieve its goal is the mass communication instruments. At this point, there are a lot of views on what can constitute the news and what cannot, how prior the news are, henceforth whether there should he restrictions or not on such news when the public benefits and the public security require so, and what these restrictions should be like. So, the arguments have risen as to the media should present the restricted terror news which have been specified beforehand whether in accordance with a specific legal regulation or in accordance with a self-control system which requires that the media ought to , control itself. T^riefly, the problem İs focused on how the terrorist activities are broadcast rather than whether D these are known by the public or whether these are made into news. Throughout this declaration the approaches to how terrorist activities are put into the news in general will be focused on; and the language and style in such news and broadcasting these terrorist actions in terms of security forces and media ethics will be discussed
