Özet

Bu makalede, güvenlik biliminin kavram ve terim meselesi ile kavram ve terimlerinin oluşturulması konusu ele alınmıştır. Dilbilimin önemli konu başlıklarından biri olan kavram-terim ilişkisine dikkat çekilmiştir. Bu ilişkinin kurulma biçimi ile kuruluş sırasında ihtiyaç duyulan kavram-terim sisteminin oluşum aşamaları üzerinde durulmuştur. Kavram, herhangi bir nesne ya da olayın veya fikrin temel unsurlarını, aşamalarını ve özelliklerini kapsayan soyut bir düşüncedir. Kavramlarla kavramların temsil ettiği nesnelerin farklı şeyler olduğu açıktır. Bir diğer husus, kavram ile anlam farklı şeylerdir. Terim bilimde soyutlama yapılırsa kavram ortaya çıkar. Dilbilimde soyutlama yapılırsa anlam ortaya çıkar. Bu açıdan bakıldığında ikisi arasında ters bir ilişki vardır. Terimle ilgili yapılan her türlü çalışmanın çıkış noktası ‘kavram’ olgusunda gizlidir. Terim, bir bilim, sanat, meslek dalıyla veya herhangi bir bilim ya da meslek kolunun alt başlıklarıyla ilgili özel bir kavramı karşılayan kelimelerdir. Güvenlik biliminin kavramsal boyutu, terimsel boyutu üzerinde durulmuştur. Güvenlik ve polis bilimlerinin terimlerinin tanımlanmasına, kavram-terim sisteminin oluşmasına ve diğer bilim dallarıyla olan ilişkisine dikkat çekilmeye çalışılmıştır.

Abstract

In this study, it is focused on the concept-term relationship of the “science of scurity” along with the issue of the creation of its concepts and terms. Attention is drawn to the concept-term relationship which is one of the most important topics of linguistics. The way how this relationship is created and the formation stages in the concept-term system which is needed during the creation (of so) are emphasized. The concept is an abstract idea covering the essential elements, stages and features of any object, event or idea. It is clear that concepts and the objects that concepts represent are different things. Another issue is that the concept and meaning are two different things.The concept appears if abstraction is formed in terminology. The meaning appears if bstraction is formed in linguistics. From this perspective, there is an inverse relationship between the two. The starting point of all studies related to the 'term' is hidden in a case of the “concept”. The term is the word that meets a particular concept related with science, art, profession, or the subheadings of any branch of science or occupation. Conceptual and terminological perspectives of security science are focused on. Defining the terms of the security and police sciences, establishing/creating the system of concept-term and its relationships with other branches of science have been tried to draw attention.
