ÜRETİM İŞLETMELERİNDEKİ İÇ KONTROL SİSTEMİNİN COSO STANDARTLARINA UYUM DERECESİNİN BELİRLENMESİ: KOCAELİ İLİ ÖRNEĞİ

Özet
Son yıllarda yaşanan reel ve finansal krizler, teknolojik gelişmeler ve büyüyen firma bilançoları nedeniyle iç kontrol kavramının önemi belirgin bir hale gelmiştir. Üst yönetimin işletmenin merkezinden tüm örgüte ve örgütün faaliyetlerine hâkim olma isteği özellikle son yıllarda gündeme daha fazla gelmeye başlamıştır. Bu anlamda, 1992 yılında COSO tarafından işletmelere başarılı bir iç kontrol sistemi hazırlama yolunda rehberlik etmesi için iç kontrol modeli geliştirilmiştir. Bu model son olarak 2013 yılında COSO tarafından güncellenmiştir. COSO iç kontrol modeli kontrol ortamı, risk değerleme, kontrol faaliyetleri, bilgi ve iletişim ve izleme bileşenlerinden oluşmaktadır. COSO iç kontrol modeli işletmedeki tüm iş süreçlerini kapsayan süreklilik arz eden bir uygulamadır. Modelin asıl amacı kurumsal hedeflere ulaşma yolunda işletme yönetimine yardımcı olmaktır. Çalışmada, Kocaeli ilindeki organize sanayi bölgelerinde faaliyet gösteren üretim işletmelerindeki iç kontrol uygulamalarının COSO standartlarına uyum derecesi araştırılmıştır. Üretim sektörünün ülke ekonomisine sağlamış olduğu büyük katkı nedeniyle üretim işletmeleri tercih edilmiştir. Bu amaçla belirlenen bölgede yer alan üretim işletmelerine anket uygulanmıştır. Yapılan analizler sonucu işletmelerin hukuki türüne, pazarlama çevresine ve işletme büyüklüğüne bağlı olarak COSO standartlarına olan uyum derecelerinin de farklılaştığı tespit edilmiştir.
Abstract
As a result of the real and financial crises experienced in recent years, technological developments and growing firm balance sheets, the importance of the concept of internal control has become significant. The desire of top management to dominate the organization and organization activities from the business center has started to come to the agenda more particularly in recent years. In this sense, the internal control model was developed by COSO in 1992 to guide businesses in creating a successful internal control system. This model was last updated by COSO in 2013. COSO internal control model consists of control environment, risk assessment, control activities, information and Communication and monitoring components. The COSO internal control model is a continuous practice that covers all business processes in the enterprise. The main purpose of the model is to help business management to achieve corporate goals. In the study, the level of compliance was examined within the framework of COSO standards of internal control applications in manufacturing enterprises operating in organized industrial zones in Kocaeli province. The production sector has been preferred due to its great contribution to the economy of the country. For this purpose, a questionnaire was applied to the production enterprises located in the determined region. It has been determined that the degree of compliance with COSO standards differs depending on the nature of the legal entity, the marketing environment and business size.
