Özet

Bu çalışma Türk Eğitim Sistemi’nde meritokrasi, liyakat esaslı yönetici yetiştirme, atama ve değerlendirme sistemi ile liyakatlı yönetici niteliklerine ilişkin yönetici ve öğretmen görüşlerini belirlemeyi amaçlamaktadır. Bu çalışma nitel araştırma yöntemlerinden durum çalışması olarak belirlenmiştir. Çalışma bütüncül çoklu durum çalışması olarak desenlemiştir. Beş ilkokul ve beş ortaokul olmak üzere toplam 10 farklı ilköğretim kurumunda çalışan farklı görevdeki 13 yönetici ile farklı branşlardan 13 öğretmen çalışma grubuna alınmıştır. Nitel araştırmanın çalışma grubu belirlenirken seçkisiz olmayan amaçsal örnekleme yöntemlerinden maksimum çeşitlilik örneklem yöntemi kullanılmıştır. Nitel verilerin toplanmasında açık uçlu sorulardan oluşan yarı yapılandırılmış bir görüşme formu kullanılmıştır. Nitel verilerin analizinde hem betimsel hem de içerik analizi kullanılmıştır. Araştırma sonuçlarına göre, eğitim yönetiminde mevcut mevzuatta yetiştirme sürecinin olmadığı, yetiştirmenin mevzuata girmesi ve bu sürecin liyakatlı bir şekilde gerçekleştirilmesi gerekliliği vurgulanmıştır. Liyakatlı eğitim yöneticisinin sahip olması gereken en önemli niteliklerin başında iyi iletişim becerisi, alan uzmanlığı ve liderlik vasfı ile adaletli davranma olduğu ortaya çıkmıştır. Niteliklere ilişkin elde edilen boyutlar gruplandırıldığında ise liderlik becerileri, iletişim becerileri, eğitsel-sanatsal beceriler ve mesleki yeterlilik ve uzmanlığın vurgulanması araştırmanın öne çıkan sonuçlardandır. Yönetici atama, yetiştirme ve değerlendirme sistemleri üzerine yeni, farklı ve özgün modeller geliştirilerek durağan yönetim süreçlerinin geliştirilmesi sağlanabilir. Eğitim işgörenlerinde meritokrasi ve liyakat kavramlarına ilişkin farkındalık oluşturmak ve olumlu algı geliştirmek amacıyla seminer ve hizmet içi eğitimler düzenlenebilir.

Abstract

The aim of this study is to determine opinions of school administrator and teachers concerning meritocracy, merit based administrator training, appointment and evaluation system along with capable administrator qualities. This study was identified as a case study, one of the qualitative research methods. The first phase of the study was designed as a holistic multiple case study. Thirteen administrators from different posts and thirteen teachers from different branches working in 10 different elementary schools, five primary and five secondary schools, were taken into the study group. While determining the study group of the qualitative research, the maximum diversity sampling method was used out of random sampling methods. A semistructured interview form, consisting of open-ended questions, was used in the collection of qualitative data. According to the results of the research, it is emphasized that there is no training period in the existing legislation in education management and that the training has to be included into legislation and this process should be performed in an efficient manner. It has been found out that the most important qualities that a qualified educational administrator should posses are qualities which are important in terms of meritocracy such as having good communication skills, field expertise and leadership qualifications along with fairness. When the dimensions that were acquired related to qualifications are grouped, leadership skills, communication skills, educationalartistic skills and vocational competence and the emphasis of specialization are among the prominent Static management processes can be improved with new, different and unique models for administrator appointment, training and evaluation systems.
