Sendikaların Güvencesiz İstihdam Süreçlerindeki Tepkileri Üzerine Bir Çalışma

Özet
Bu çalışmanın konusu, neo-liberal dönemde kamu istihdam süreçlerinde ortaya çıkan esnek ve güvencesiz istihdam biçimlerine karşı sendikaların bu alandaki temel yaklaşım ve stratejilerinin neler olduğu üzerinedir. Bu noktada kamu sağlık hizmetleri alanında faaliyet gösteren ve aktif olarak örgütlenme faaliyeti yürüten üç büyük işçi sendikasının şube yöneticisiyle derinlemesine görüşmeler yapılmış ve bu noktada sendikaların esnek ve güvencesiz istihdam süreçleriyle alakalı hangi noktalarda benzeştiği ve ayrıştığı konusu üzerinde durulmaya çalışılmıştır. Araştırmada sendikaların esnek ve güvencesiz istihdam biçimlerinin kaldırılması noktasında benzer bir düşünce içerisinde olduğu görülmüştür. Bunun yanında sendikaların çözüm noktasında birbirlerinden farklılaştığı ve diğer sendikaları görmezden gelici ve ötekileştirici bir tutum içerisinde oldukları görülmüştür.
Abstract
This study aims to examine the basic approaches and strategies of trade unions toward flexible and precarious forms of employment, which emerge during public employment processes in the neo-liberal period. At this point, profound interviews were carried out with the branch managers of three big labor unions, which operate in the field of public health services and actively conduct organization activity and it was tried to find out in what points the trade unions resembled and differentiated regarding the flexible and precarious employment processes. In the study, it was seen that the unions shared a common ground in claiming the cancellation of flexible and precarious forms of employment. On the other hand, it was concluded that the unions stood in different points and displayed an attitude ignoring and alienating other unions in generating a solution.
