Özet
Avrupa Komisyonu, Avrupa Birliği’nin en eski kurumlarından biri olarak birçok görevi yürütmektedir. Bu görevlerden biri de, Avrupa Komşuluk Politikası ve Genişleme Müzakerelerinden sorumlu Komiseri aracılığıyla genişleme sürecini yönetmektir. Ancak, bu süreçte Avrupa Komisyonu Başkanlarının rolü ihmal edilmiştir. Türkiye de bir aday ülke olarak Avrupa Komisyonu ve Avrupa Komisyonu Başkanları ile yakın bir ilişki kurmaktadır. Bu çerçevede çalışmada José Manuel Durão Barroso ve Jean-Claude Juncker’in Avrupa Komisyon Başkanları olduğu 2005-2017 dönemi ve söz konusu başkanların Türkiye-Avrupa Birliği ilişkilerine dair söylemleri kronolojik olarak incelenmiştir. Çalışmada öncelikle Avrupa Komisyonu ile ilgili kısa bir değerlendirme yapılmıştır. Sonraki bölümde Barroso ve Juncker dönemlerindeki söylemler ele alınmıştır. Sonuç olarak, iki Komisyon Başkanı’nın söylemleri arasında belirgin farklılıklar olduğu görülmüştür. Barroso döneminde ılımlı eleştirel söylemler daha fazla olurken, Juncker döneminde ise sert eleştirel söylemler daha fazla olmuştur.
Abstract
European Commission as one of the oldest institutions of the European Union performs great number of tasks. One of these tasks is to administrate the enlargement process via the Commissioner responsible for the European Neighbourhood Policy and Enlargement Negotiations. However, role of the Presidents of the European Commission in this process has been ignored. Turkey, as a candidate country, has been in a close relationship with the European Commission and Presidents of the European Commission. In this framework, this study chronologically examines the 2005-2017 period in which José Manuel Durão Barroso and Jean-Claude Juncker have been working as the president of the European Commission, and their discourses regarding Turkey-European Union relations. This study initially makes a short review of European Commission. The next chapter deals with the discourses during Barroso and Juncker periods. Consequently, it is seen that there are distinct differences between the discourses of the two Commission presidents regarding Turkey-European Union relations. While there are more moderate-critical discourses in Barroso period, they turn out to be more hard-critical discourses in Juncker period.
