Özet

Milli Eğitim Bakanlığı, her yıl ülke genelindeki eğitim kurumlarında çalışan psikolojik danışmanlar tarafından rehberlik planlarına dâhil edilerek yıl boyunca çalışmalar yapmaları için iki genel rehberlik hizmeti hedefi belirlemektedir. Bakanlık tarafından 2018-2019 eğitim öğretim yılı için belirlenmiş bu iki genel hedeften biri ihmal ve istismardan korunma olmuştur. Bu durum ihmal ve istismar konusunun ülke genelinde var olan bir sorun olduğunu işaret ederken aynı zamanda okul ve rehberlik araştırma merkezlerinde çalışan psikolojik danışmanlara son derece önemli bir konudaki sorumluluklarını hatırlatır niteliktedir. Bu önemli sorumluluk göz önüne alınarak derlenen bu makalenin amaçları şu şekilde sıralanmaktadır: (1) ihmal ve istismarı tanımlayarak yaşanan istismarın çocuklar üzerindeki belirtilerini tartışmak, (2) psikolojik danışmanların ihmal ve istismar konusundaki etik ve yasal sorumluluklarının çerçevesini çizmek, (3) adli ihbar sürecini açıklamak, (5) okullarda ve rehberlik araştırma merkezlerinde çalışan psikolojik danışmanlara önleyici rehberlik çalışmaları ile ilgili bilgi vererek genel kabul görmüş istismarı önleme programlarını tanıtmak (6) önleyici rehberlik çalışmaları ve krize müdahale ile ilgili öneriler sunmak.

Abstract

Each year, the Ministry of National Education in Turkey sets out two general guidance servicesgoals to be included in guidance plans by counselors working in educational institutionsthroughout the country. One of these two general goals determined by the Ministry for the 2018-2019 academic year was protection from neglect and abuse. This indicates that neglect andabuse is a problem that exists throughout the country, and also reminds the counselors workingin schools and guidance research centers on their responsibilities on an extremely importantissue. Considering this important responsibility in mind, the objectives of this article are asfollows: (1) to define the neglect and abuse, and discuss the symptoms of abuse on children, (2)to frame the ethical and legal responsibilities of counselors about child neglect and abuse, (3)to explain the judicial report process (5) to introduce generally accepted abuse preventionprograms by providing information on evidence based-counseling programs to counselorsworking in schools and guidance research centers; and (6) to provide advice on preventiveguidance and crisis interventions.
