Türkiye’de Bir Sosyal Harcama Olarak Evrensel Temel Gelir Uygulaması

Özet

Sosyal harcamalar, bireyleri olumsuz yönde etkileyen durumları ortadan kaldırmak ve toplumsal refah seviyesini yükseltmek amacıyla devlet tarafından yapılan harcamalardır. Bir sosyal harcama yöntemi olarak Evrensel Temel Gelir (Universal Basic Income) ise, ülkedeki tüm bireylerin temel insanî ihtiyaçlarını karşılayabilecek düzeyde gelir elde etmelerinin devlet tarafından garanti altına alınmasıdır. Evrensel Temel Gelir, yoksulluk ve işsizlik gibi sorunların etkilerinin önüne geçme potansiyelinden dolayı önemli bir konudur. Günümüzde gelişen teknoloji ile insan emeğine daha az ihtiyaç duyulması, Evrensel Temel Gelir uygulamasına olan ihtiyacı ortaya koymaktadır. Çalışmada Evrensel Temel Gelir açıklanacak ve dünyada uygulanan örnekleri incelenecektir. Olası bi r Türkiye uygulamasının kamu harcamalarına etkisini sosyal harcamalar ekseninde değerlendirmek amaçlanmaktadır.

Abstract

Social expenditures are expenditures made by the government to eliminate the negative impacts on individuals and to increase the level of social welfare. Universal Basic Income, as a social spending method, is guaranteed by the state to ensure that all individuals in the country earn a level of income that can meet their basic human needs. Universal Basic Income is an important issue due to its potential to prevent the effects of problems such as poverty and unemployment. Nowadays, the need for human labour with the developing technology reveals the need for Universal Basic Income application. In this study, Universal Basic Income will be explained, and the examples applied in the world will be examined. A possible application of Turkey is intended to assess the impact of public expenditure in social spending axis.
