Özet
Su ihtiyacını temine yönelik yapıların tesisi, onarımı ve su hizmetlerinin yerine getirilmesi vakıf kurumunun belli başlı faaliyet alanlarından birini teşkil etmiştir. Vakıf kaynaklarının desteği sayesinde su yapılarının işlevi uzun asırlar devam etmiştir. Osmanlı sultanları, hanım sultanlar, üst bürokrasi ve toplumun her kesiminden insanın yakından ilgilendiği su meselesinin çözümü için büyük bütçeler gerektiren yatırımlar yapılmış, İstanbul başta olmak üzere çoğu Osmanlı şehirlerinde suyolları, kemerler, çeşme ve sebiller ve daha birçok su yapıları inşa edilmiştir. Yapılan hizmetin sürdürülebilir olması için de vakıflar tesis edilerek kaynak ayrılmıştır. Su yapılarının sadece inşaası değil, zamanla ortaya çıkan onarımlarının yapılmasında, su hizmetlerinde istihdam edilen kişilerin ücretlerinin ödenmesinde vakıf kaynaklar sıkça kullanılmıştır. Bu sayede şehirlerin su ihtiyacının temininde ve bu hizmetin devam etmesinde kamu idaresine önemli destek sağlanmıştır.
Abstract
Establishment of facilities for water supply, repair, and fulfilment of water services has been one of the main areas of activity of the waqfs. Thanks to the support of waqf resources, the function of the water structures continued for many centuries. Investments requiring large budgets were made for the solution of water issue by the Ottoman sultans, sultanas, the upper bureaucracy and the people of all walks of society. Thus, waterways, arches, fountains and many other water structures were built in most Ottoman cities, particularly in Istanbul. In order to ensure the sustainability of the water structures and services, waqfs have been established to provide resources. Not only the cost of building facilities for water supply and their repair but also the wages of the workers employed for water services have been covered by the funds of the waqfs. In this way, significant support has been provided to the public administration in the provision of water needs of cities and the continuation of this service.
