AVRUPA BİRLİĞİ BELGELERİNDE SOSYAL POLİTİKA

Özet

Avrupa'nın bütünleşmesi sürecinde ekonomik ve teknik işbirliği, ortak politik karar verme sürecinin ilk aşamasını oluşturmuş, 'Avrupa Sosyal Alanı' kavramı ise ilk kez, Tek Avrupa Senedi ile ortaya atılmıştır. Avrupa Topluluğu Sosyal Şart', temel sosyal haklar modeli çizmekle birlikte çizilen model, asgari bir model oluşturmuştur. Maastricht Antlaşması ise, Topluluk sosyal politikasının geleneksel hedeflerini teyit etmiş* bu geleneksel hedeflere öğrenim ve mesleki eğitim, ekonomik ve sosyal bütünleşme ve sosyal diyalogu ise eklemiştir. Kuşkusuz, Avrupa Birliği'nde sosyal politika konuşunda ciddi adımların atılması oldukça yenidir. Bu makalede Avrupa Birliğine giden yolda atılan adımlar, sosyal politika yönelimlefi açısından ele alınmıştır.

Abstract

The economicai and technjcal cooperation has formed the first Phase of the joint political decision gjvjng in the process of the unification of Europe, and the European Social Field l concept has been put forward, for the first time, by Sjngle European Confract. Although the European Community Social Condition, draws the basic socjal rjghts model, fhe model drawn has formed a minimum model. Whereas the Maastricht Agreement confirmed the conventiona] aims of the social policy of the Union and added the education and professional trajning, economical and social unification together with socia/ djalogue to these conventional aims. Of course, the throwing of the serious steps in the social po/icy subject in the European Union is raiher new. in this article, the steps thrown, in the way which leads the European Union, has been hand/ed from the point of View of social policy approaches.
