Yerel Yönetimlerde Stratejik Yönetim Yaklaşımı

Özet

Günümüzde siyasetten ekonomiye, şirket yönetiminden kamu yönetimine, bilimden teknolojiye kadar bireylerin, kuruluşların ve devletlerin yapısında uzun vadeli etkilere yol açacak, çok önemli bir değişim ve gelişim süreci yaşanmaktadır. Bu süreci yönetmenin öne çıkan tekniklerinden birisi de stratejik planlama ve stratejik yönetim olmuştur. Bu çalışmada stratejik planlama ve yönetim yaklaşımı yerel yönetimler yönünden ele alınmaktadır. Ekonomik açıdan yerel yönetimlerin kaynaklarının kıt olması, siyasal açıdan ise yurttaşların katılım isteklerinin artmasına rağmen hesap verebilirlik ve kaliteli hizmet yönündeki eksikliklerinin bulunması yerel yönetimlerde stratejik planlama konusunun önemini artırmaktadır. Stratejik planlamanın yerel yönetimlere özgü nitelikler dikkate alınarak bilinçli biçimde uygulanması ve farklı örneklerden yararlanılması durumunda yerel yönetimlerde de başarı sağlayacağı iddiası çalışmamıza konu olmuştur. Bu kapsamda stratejik yönetim kavramının tarihsel gelişimi, kamu yönetiminde stratejik yönetim anlayışı ve en nihayetinde ise yerel yönetimlerde stratejik planlama yaklaşımı, üzerinde durulması gereken ana temaları oluşturmaktadır.

Abstract

The change process that has taken place in the world in recent years has caused the management mentality to fall into a big gap from a paradigmal point of view. This period, which is inspired by management techniques applied in the private sector in public administration, has come to the forefront with its uncertainty and chaotic structure. The proper management of this period in more static organizations unique to the public sector has led to the emergence of new approaches. In this process, the traditional management approach, which struck the last quarter of the twentieth century from the Industrial Revolution, has become more questionable and the management situation has been tried to be reshaped. Strategic management, as a private sector management technique, has also been regarded as the most strategically correct method of moving towards specific targets in an environment full of uncertainties. In our country in recent years, the legal infrastructure for creating implementations of strategic management practice in public management approach, which ultimately is a legal requirement to become process in local governments, are the main themes to be emphasized in this regard.
