Hesap Planı Değişimi Üzerine Bir İnceleme: Tek Düzen Hesap Planı ve Finansal Raporlama Standartlarına Uygun Taslak Hesap Planı Karşılaştırması

Özet
Bu çalışmada, Tekdüzen Hesap Planı ile Yeni Hesap Planı Taslağının karşılaştırılması amaçlanmaktadır. Araştırma problemi; mevcut hesap planı ile uluslararası finansal raporlama standardına (UFRS) uyumlu yeni hesap planı taslağı arasında farkların mevcut olup olmadığının belirlenmesi ve varsa farkların tespit edilmesidir. Bu amaçla, mevcut Tek Düzen Hesap Planı (TDHP) ile Kamu Gözetimi Muhasebe ve Denetim Standartları Kurumu’nun (KGK), 28/12/2018 tarihinde yayınladığı Finansal Raporlama Standartlarına Uygun Taslak Hesap Planı karşılaştırması yapılmış, benzerlik ve farkları belirlenmiş, görüş ve önerilerde bulunulmuştur. Araştırmada belgesel gözlem yolu ile veriler toplanmış ve içerik analizine tabi tutulmuştur. Yapılan içerik analizi sonucunda elde edilen bulgulara göre; mevcut hesap planında şuan 250 hesap mevcut iken; taslak ile birlikte bu sayının 476 hesap sayısına ulaşacağı tespit edilmiştir. Taslak, mevcut TDHP’nin genel yapısını bozmamakla birlikte; boş hesap kodları kullanarak yeni hesap grupları oluşturulmuş ve yeni hesaplar eklenmiştir. Birçok hesap ve grup ismi, muhasebe standartları ile uyumlu hale getirilerek yeniden adlandırılmıştır.
Abstract
The current study aimed to compare Unified Chart of Accounts and New Chart of Accounts Draft, which conforms to the International Financial Reporting Standards (IFRS,) and identify the differences between them. Therefore, Unified Chart of Accounts (UCOA) and New Chart of Accounts Draft based on the Financial Reporting Standards released on 28/12/2018 by Public Oversight Accounting and Auditing Standards Authority were compared and contrasted with suggestions and recommendations. The data was collected with indirect observation and content analysis was employed. The findings revealed that the current chart of accounts had 250 accounts, which would rise to 476 with the implementation of the draft. Although the draft does not change the general structure of UCOA, it has new account codes created by blank account codes with the addition of new accounts. Many accounts and groups have been renamed congruent with accounting standards.
