ÖZET18 Nisan 1960’ta DP’nin kurduğu TBMM Tahkikat Komisyonu Türk siyasal tarihindeönemli bir yere sahiptir. Her şeyden önce bu komisyonun kurulması ve kararlarıtoplumunmuhalif kesimlerinin bir daha önü alınamayacak şiddetli tepkilerine neden olmuş; çok kısabir süre sonra da ordu yönetime el koymuştur. Komisyon CHP’nin ve bir kısım basınınyıkıcı faaliyetlerini araştırmak amacıyla kurulmuştur. Ancak Komisyona tanınan yetkilerve komisyonun aldığı kararlar incelendiğinde, bu komisyonun işlevinin “araştırma”nın çokötesinde olduğu anlaşılmaktadır. Bütün bunlardan, bu Komisyonunun DP iktidarına karşı olanher türlü muhalefeti sindirmek ve susturmak amacıyla kurulduğu anlaşılmaktadır. Komisyonunyetkileri ve aldığı kararlar incelendiğinde, bunların hem 1924 Anayasasına, hem de TBMMİçtüzüğüne aykırı olduğu görülmektedir.Anahtar sözcükler: Tahkikat Komisyonu,1924 Anayasası, DP, CHP, muhalefet, içtüzük ABSTRACTThe committee of inquiry formed on April 18, 1960 by the ruling party (DP) in the TurkishGrand National Assembly has a significant place in Turkish political history. First of all, theformation and decisions of this committee gave rise to backlash of the dissident populations.Even the proclamation of the state of siege by the government did not ease this opposition.The military subsequently took over the government. The committee of inquiry was formed toinvestigate ‘destructive activities’ of the main opposition party (RPP) and the opposition press.As I study the powers given to the committee and its decisions, I have come to the conclusionthat the aim of this committee was beyond mere ‘investigation’. Namely, its purpose was tosuppress and intimidate all kind of opposition to the ruling party.
