Özet
Cumhuriyet tarihinin ilk ve tek içki yasağı 1920-1924 yılları arasında önce Anadolu’da ve ardından İstanbul’da uygulanan Men-i Müskirat Kanunu’dur. 23 Nisan 1920’de açılan Büyük Millet Meclisi’ne sununla ilk kanun tekliflerinden biri Men-i Müskirat Kanunu 14 Eylül 1920’de kabul edilmiştir. 9 Nisan 1924 yılında İkinci Meclis döneminde kaldırılan içki yasağının teklif ediliş ve kanun olarak kabul ediliş süreci dönemin siyasal koşulları çerçevesinde incelendiğinde bu kanunun sadece içki ile mücadele amacıyla meclise taşınmadığı görülmektedir. Bu makalede, Men-i Müskirat Kanunu’nun kabul edilmesi, uygulanması ve kaldırılması sürecinde Ankara ve İstanbul’da yayımlanan gazete ve dergilerdeki tartışmalara odaklanarak, iktidar taraftarı ve muhalifi basının siyasal tavrı ortaya konacaktır. Bu araştırmada, siyasal koşullar ve çekişmeler bağlamında sebepleri ve amaçları ortaya konan Men-i Müskirat Kanunu’na basının tavrı incelenirken amaç Türkiye tarihinin önemli bir geçiş sürecinde basının duruşunu belirlemektir.
Abstract
The first and only prohibition in the history of Republic which was applied first in Anatolia and then in Istanbul between the years of 1920 and 1924 is the Prohibition Law. The Prohibition Law which was one of the first bills was reported to the Grand National Assembly which set up on 23 April 1920 was adopted on 14 October 1920. It’s seen that the process of the proposal and the enact of the prohibition law which was annulled on 9 April 1924 in the time of the Second Parliament was not only the meaning of struggle with alcohol when it’s analysed as a part of the political conditions of period. In this article, political attitudes of the ministerialist press and opposition press will be presented by focusing on debates in the newspapers and periodicals which were published in Ankara and in Istanbul in the process of adoption, application and repeal of the Prohibition Law. In this research, the aim is to determine the standing of the press in an important transitional period of Turkey while analysing the attitude of the press to the introduced reasons and purposes of the Prohibition Law in the context of the political conditions and controversies.
